The U.S. Navy reported that "several" were injured and at least one was killed in the shooting.
"Emergency personnel remain on scene and a 'shelter in place' order has been issued for Navy Yard personnel," the Navy said. About 3,000 people work at the facility, described as "the largest of the Navy's five system commands." According to the Navy, the facility consists of command staff, headquarters directorates, affiliated Program Executive Offices and numerous field activities.
"Together," the Navy said, "we engineer, build, buy and maintain ships, submarines and combat systems that meet the Fleet's current and future operational requirements."
WUSA said that four civilians and one officer was shot and at least three had been transported to George Washington University Hospital.
All flights at Reagan National Airport have been grounded as a result of the shooting, and streets in the area, including the 11th Street Bridge over the Anacostia River, have been closed.
In a press release, the U.S. Capitol Police said they are "providing mutual support & assistance to the Metropolitan Police Department."
"Additionally, people may notice enhanced security operations being conducted by the USCP on the Capitol Grounds as a proactive, precautionary measure related to the active shooter incident at the Navy Yard," the Capitol Police added.
The gunman is described as a black male with a dark complexion, about 5-foot-10 to 6 feet tall, 170 pounds with a black shirt and black hat. Authorities believe he is barricaded somewhere on the Navy Yard with multiple weapons, including an AR-15.

Update: The Washington Post now says that police believe there may be two shooters, but said earlier there were three. Reports now say four people have been killed and eight others injured.
Update 3: CNN says two shooters are "down." Awaiting confirmation from Navy. The Washington Post says:
The Navy tells The Post’s Ernesto Lodono that they are not able to confirm this. They say there are conflicting reports.
Update 4: CNN Report: Navy spokesman says there are “multiple deaths” and two shooters “down.”
“We potentially have two other shooters that we have not located at this point,” said D.C. Police Chief Cathy Lanier.
Update 5: The FBI now says the shooter used a shotgun, not an AR-15, despite earlier reports.
