Richard Goldstone headed the Office of the Prosecutor for the International Criminal Tribunal in the former Yugoslavia. One day, a couple of journalists were discussing war criminals. The Yugoslav one mentioned a character from a famous Serbian novel. Goldstone indicted that fictional character for war crimes.
Goldstone also indicted for war crimes someone who had died a few years earlier (http://www.israelnationalnews.com/ Arutz-7, 9/30).
One of my sources explained how Goldstone investigated Hamas in Gaza. He and staff asked Hamas whether its records showed any indication of having used human shields or committed other war crimes. Hamas said it did not. [What would a sane, sober, or sincere person expect it to say?] Goldstone then reported having found no evidence that Hamas had committed those war crimes.
Israel did have evidence. However, since his mission was charged only with finding Israeli war crimes, and having observed his prejudice against Israel, Israel did not cooperate with his mission. As it was, the few Israelis who privately testified before Goldstone, one of whom reported that Goldstone was napping during his testimony, found their evidence omitted from the report.
