FWS proposes to clarify rules for allowing non-toxic waterfowl shot (Video)

The Fish & Wildlife Service (FWS) plans to modify and clarify its rules regarding non-toxic shot used in waterfowl hunting. FWS announced its plan on Monday, March 4. You can read it at http://www.gpo.gov/fdsys/pkg/FR-2013-03-04/html/2013-04906.htm. FWS figures that changing the rules could speed review of new types of shot.

FWS proposes the following changes:

  1. Specifying that the pH level used in calculating the Expected Environmental Calculations in water.

  2. Moving the requirement for in vitro testing to Tier 1, which will allow for better assessment of applications for shot and minimize the need for Tier 2 testing.

  3. Allowing the withdrawal of alloys that do environmental harm or that can't be tested adequately.

  4. Requiring fees for testing that would cover FWS's costs.

  5. Removing the requirement that all applications be announced in the Federal Register. FWS found that these notices lead to few comments and the public has plenty of other opportunities to comment.

You can comment on the proposals by June 3. All comments on the information collection requirements must be sent in by April 3, though.
