The Northwest Georgia Crime Examiner personally compiles arrest reports that cover Polk, Floyd and Haralson Counties.

Listed below is the Floyd County arrest report for Wednesday Feb. 13, 2013. The report includes a complete list of arrests, prior arrests, bonding information and inmate photos. Unless specified otherwise, all information is obtained from the Floyd County Sheriff's Office.

The following people were arrested and charged with the violations listed below. Click on the embedded links to view prior arrests and/or any additional details regarding the individuals listed.

The arrest reports within this list do not reflect the actual guilt or innocence of the individual or individuals listed. All parties are presumed innocent until they are proven guilty in a court of law. Not every arrest or charge leads to a conviction. A conviction or an acquittal will be determined by the court system.

Billy Joe Bishop, 56, of Rockmart was arrested and charged with city drunkenness.

Olin Jackie Blackwood, 68, of Rome was arrested and charged with battery under the Family Violence Act (FVA).

Derek Edward Bridges, 25, of Plainville was arrested and charged with no proof of insurance and knowingly driving on a cancelled registration.

Elaine Renae Brown, 41, of Rome was arrested by the Metro Drug taskforce and charged with possession of methamphetamine, possession of a schedule II controlled substance, sale of schedule II controlled substance and possession of schedule II controlled substance with intent to distribute.

Benjamin Matthew Davis, 34, of Rome was arrested and charged with misdemeanor possession of marijuana and four warrants for felony probation violation.

Kenneth Rolland Edwards III, 31, of Rome was arrested and charged with simple battery under the Family Violence Act (FVA) and terroristic threats and acts.

Toby Keith Johnson, 17, of Rome was arrested and charged with disorderly conduct and simple assault under the Family Violence Act (FVA).

Themica Qulitha Luke, 31, of Tallapoosa was arrested on a felony warrant for probation violation.

Franklin Lee Matthews, 42, of Rome was arrested on a warrant for contempt of superior court.

William Richard McCullough, 21, of Rome was arrested on a warrant for felony probation violation.

Amanda Jean Nails, 28, of Cedartown was arrested by the Rome Metro Taskforce and charged with possession of methamphetamine and possession of methamphetamine with intent to distribute.

Frank Nixon, 54, of Rome was arrested and charged with theft by shoplifting.

Melissa Ann Parker, 40, of Rockmart was arrested and charged with drugs not in original container, possession of dangerous drugs and willful obstruction of law enforcement officers.

David Dekota Ray, 68, of Rome was arrested and charged with disorderly conduct and willful obstruction of law enforcement officers.

Stephanie Beatrice Stancell, 23, of Rome was arrested on a warrant for parole violation.

Michael Wayne Vaughn, 21, of Silver Creek was arrested on a misdemeanor warrant for failure to appear.

Duane Gary Winsett, 33, of Birmingham, Ala., was arrested on a misdemeanor warrant for theft by taking.

James Lamar Wright Sr., 57, of Rome was arrested on a felony warrant for probation violation.
