Dianne York, founder of DYG Cosmetics, told CNN that Filner engaged in inappropriate behavior after a meeting at City Hall three months ago. York said there were other people present in the room who witnessed the harrassment.
During a Wednesday press conference in National City, York told the media that she went to a business meeting with the mayor and after the meeting she asked for a photo with Filner.
"I thought it was exciting to get to meet the mayor for the first time," said York.
York alleged that while the photo was being taken, Filner moved his hand from her back to her buttocks.
"I was shocked," said York. "It was inappropriate and I was startled at the time."
York also informed the media that she has taken her claims to the San Diego County Sheriff's Department.
The first woman to raise sexual harassment accusations against Filner was his former communications director, Irene McCormack Jackson. McCormack is suing Filner and the City of San Diego for damages.
Mediation in the case began Monday between Filner and representatives of McCormack and the city. Detailed terms of the mediation have not been released, and all parties involved have been ordered by the judge not to discuss the subject matter of the negotiations. However, U-T San Diego is reporting that Filner's resignation is on the table.
