Federal appeals court removes emergency domestic horse slaughter ban

On Friday, the 10th United States Circuit Court of Appeals in Denver removed the temporary ban on domestic horse slaughter issued in November reports ABC news.go.com.

The emergency injunction was issued after The Humane Society of the United States, and other humane organizations appealed the federal judge ruling in Albuquerque alleging the Department of Agriculture failed to conduct the proper environmental studies before issuing permits to proposed horse slaughter plants in Roswell and Iowa.

The appeals court's order Friday said the groups had "failed to meet their burden for an injunction pending appeal."

On the Front Range Equine Rescue Facebook page, the organization stated although they were very disappointed, the advocates will continue to fight to prevent horse slaughter plants from opening in the United States:

"We are extremely disappointed to announce that the 10th circuit court of appeals has lifted our temporary stay which means the USDA can now send inspectors to horse slaughter plants. However, Front Range Equine Rescue is continuing to fight at the federal and state levels to prevent the opening of any horse slaughter plant."

There have been no domestic horse slaughter plants since 2007 when Congress banned horse slaughter by eliminating funding for inspections at the plants in 2006.

Wayne Pacelle, president and CEO of The Humane Society of the United States, said blocking a return to domestic horse "is an issue of national importance and scale."

The Moran Amendment, preventing the use of taxpayer dollars by the United States Department of Agriculture to inspect horse slaughter facilities, is included in the 2014 Budget Bill approved by the House. The bill now moves on for Senate approval.
