As of PAX Prime, we have known that the second set in Tarkir block is Fate Reforged. Now we have seen the full, paperwork-y details on the mothership, complete with all the important Fate Reforged dates:

So yes, this is a small set - though "Louie," the last set in the block, is meant to be large, which changes up the drafting order. This marks the last time a winter set is going to be the middle rather than the end of a block; and it is officially not a wedge set. (And that is all we know at this time.) Whereas for Khans, we got a very straightforward set symbol (Crossed swords and a shield 'cos it's WAR out there!) this one follows the trend of current sets in that it's more, say... interpretive. It's probably meant to be Dragon-related, and suggests a compass, for a "new direction" in a character's life, along with an S-for-Sarkhan monogram in the middle.
