In a July letter, Kaine urged EPA Administrator Gina McCarthy to “ensure that the standards you set are achievable for modern coal facilities.”
Kaine said the agency’s proposed 1,100 pounds per megawatt hour limit of CO2 emissions would have scuttled construction of the state-of-the-art coal-fired plant he approved when he was Virginia’s governor.
The American Coalition for Clean Coal Electricity shared Kaine’s concern and went further.
Calling Dominion Power’s Virginia City hybrid generator “one of the cleanest coal-fueled power plants in the country,” ACCCE senior vice president Laura Sheehansaid, “The 600-megawatt station produces enough electricity to power 150,000 homes affordably and reliably. Further, it generates roughly $258 million annually for the local economy in Southwest Virginia.”
