Monroe is the county seat of Green County. The city's population is slightly less than eleven-thousand -- the largest municipality in the rural county.

At 3:00 PM Tuesday, voters, some with children along to observe the process, streamed in and out of the lower level of City Hall, the city's lone polling place.

At that point, 2266 people had voted with Green County Elections Examiner being 198th in her Ward (there are ten in the city).

City Clerk Carol J Stamm indicated that the polling place had been busy. She called it, "Steady and smooth." According to Stamm, in the mid-term election in November 2006, 3658 people voted.
