Dissolve is one of the newest "Theros" spoilers revealed today Sept. 9, 2013 from Wizards of the Coast's upcoming expert "Magic: The Gathering" expansion set in a tweet by Aaron Forsythe. Dissolve is a powerful uncommon blue instant that will be appearing in a lot of blue based constructed decks in Standard come rotation.
Cancel exists, but we're willing to do better than it (like Dissipate) from time to time. Introducing... Dissolve!

Counter target spell. Scry 1. (Look at the top card of your library. You may put that card on the bottom of your library.)

For the same price as Cancel, Dissolve is strictly better. While it won't exile the targeted spell like Dissipate will, Dissolve can help you dig into your deck for additional removal, threats, or combo pieces. Every instance of scry counts, and over the course of a long game a Dissolve plus a Temple of Deceit or two could be just enough to skip a dead draw and come out victorious. In a deck filled with cards that scry effects like Thassa, God of the Sea, Duskmantle Seer starts to look a lot more attractive and Dissolve will certainly help.
With Cavern of Souls leaving Standard, control players will finally be able to counter creatures. Between Dissolve, Render Silent, Syncopate, or other Counterspell variants such as Counterflux and Mystic Genesis.
We can expect foil versions of Dissolve to catch a premium on the secondary market.
