In a letter sent on Tuesday to schools, colleges and universities, the U.S. Department of Education outlines that bullying may violate federal education anti-discrimination laws and that the Dept. enforces protection against harassment of members of religious groups, ethnic characteristics, gender and sexual preferences.
The letter gives guidance in the steps an educational organization should take when school bullying crosses the protected areas.

As part of the Obama Administrations Inter-Agency Task Force, the Dept. held the first National Bullying Summit this past August.
In addition to the Federal laws, California is a state that currently has laws about bullying on the books.
