Denver ET Affairs Commission ballot Initiative 300 'is going to pass,' predicts Denver City Auditor

Dennis J. Gallagher, a former Denver city councilman, and now the elected City Auditor of Denver, Colo., has predicted that Initiative 300, the Nov. 2, 2010 ballot initiative for the creation of an Extraterrestrial Affairs Commission for the City of Denver, Colorado, ‘is going to pass’ in the general election to be held on November 2, 2010.

Five Reasons to Vote YES on 300

Mr. Peckman cites five principal reasons why the voters of Denver should vote for Initiative 300 on Nov. 2, 2010.

Mainstream media interest in Denver 2010 ET ballot initiative

Jeff Peckman, the initiative’s coordinator, has reported an extraordinary level of mainstream media interest in the ET ballot initiative, saying: “Among the interviews I've done so far during the last week have been MSNBC, C2C, L.A. Times, New York Times, Denver Post, CBS Ch. 4 in Denver, Alan Colmes (radio), Thom Hartmann (radio), John Gambling (radio WOR in NYC), WGO (San Francisco radio), and next week is Mancow in the Morning (radio -Chicago).”

Peckman continues, “These all have large audiences. But I've also heard that the news has been seen and heard elsewhere too such as ABC, NBC, and Fox news. Randomly turning on the TV, I heard the ballot initiative talked about by Anderson Cooper on CNN, again on CNN news at noon, and yesterday my father's friend called to say he heard about it from Rush Limbaugh.”

ET ballot initiative and ET disclosure?

The Extra Campaign takes the position that the voters should speak on the issue of extraterrestrial disclosure.  The Campaign’s website continues, “It's time to go over the heads of elected public servants directly to the voters. James Madison, American's fourth President, wrote that "The People are the only legitimate fountain of power".

“According to the Disclosure Project, over 500 whistleblowers* who worked on top secret U.S. government projects:

    •    “NASA removes images of UFO's from its photos and videos before releasing them to the public even while "looking" for signs of extraterrestrial intelligent life, in order to keep getting over $15 billion a year in funding. [That means NASA has defrauded Denver taxpayers for tens of millions of dollars and Colorado taxpayers hundreds of millions of dollars.]

    •    “The U.S. Government has covered up information on UFO/ET phenomena for at least 60 years as confirmed by government documents.

    •    “Clean energy technologies of extraterrestrial origin, that could replace fossil fuels, have also been covered up by the U.S. government using our tax dollars to protect fossil fuel energy profits.

    •    “Thousands of patents for clean energy were illegally classified to prevent the public from knowing about them.

    •    “U.S. President Carter was denied information on UFO/ET clean energy technologies, by CIA Director George H. Bush in 1977.

    •    “Up to fifty-seven species of Extraterrestrial beings, that have visited Earth, have already been categorized and they are all humanoid.

    •    “At least 4,000 landings of Extraterrestrial vehicles have left traces on Earth.

“Should the U.S. government decide if and when you have a right to know these facts?

"Of course not. That's a big reason why the ballot initiative was developed to create an Extraterrestrial Affairs Commission for the City and County of Denver.”

U.S. government re-investing in SETI program

The Denver ET ballot initiative seems to be timely not only because the Obama administration shows no overt sign of disclosing a proven ET presence.  U.S. government funding devoted to SETI - a functional equivalent of the extraterrestrial cover-up - seems to be increasing at this crucial time.  According to the Washington Post, NASA and other agencies of the U.S. government are now in 2009-10 beginning to re-invest funding in the SETI program, which lost federal funding in 1992.

The SETI program is based on a scientific model developed by Carl Sagan, which postulates that there are no extraterrestrial civilizations in the near Earth environment, and which uses radio signals in an attempt to receive a response from distant civilizations elsewhere in the Universe.  According to one source, “In one of his last written works, Sagan argued that the chances of extraterrestrial spacecraft visiting Earth are vanishingly small. However, Sagan did think it plausible that Cold War concerns contributed to governments misleading their citizens about UFOs, and that ‘some UFO reports and analyses, and perhaps voluminous files, have been made inaccessible to the public which pays the bills ... It's time for the files to be declassified and made generally available.’ He [Sagan] cautioned against jumping to conclusions about suppressed UFO data and stressed that there was no strong evidence that aliens were visiting the Earth either in the past or present.”

The SETI program has provided a scientifically-plausible cover for U.S. military-intelligence continuing the cover-up of the extraterrestrial presence, and for the university-based scientific community to continue the extraterrestrial cover-up as well, in compliance with the 1953 U.S. CIA Robertson panel which dictated that any governmental, academic, or media mention of the extraterrestrial presence should be ridiculed.  SETI has also been successful in securing large donations from Microsoft co-founder Paul Allen.  Moreover, international bodies such as the United Nations Committee on the Peaceful Uses of Outer Space seem to have adopted the SETI model in their approach to extraterrestrial life in outer space.

As the Washington Post noted in defending the SETI program, “Based on the Drake Equation, there should be an intelligent civilization orbiting one in 10 million stars. Although that is a tiny fraction, it is nonetheless a lot of potential intelligent extraterrestrials given the vastness of the universe; the Milky Way alone is believed to have more than 100 billion stars. That fraction also explains why SETI pioneers such as Drake are not surprised that no signals have been detected so far.

"’We've looked at far, far fewer than 10 million stars since 1960, and so we really can't say anything worthwhile yet about whether or not intelligent life is out there,’ Drake said. ‘Given our capabilities now, we might have something useful to say one way or another in 25 years.’"

As a matter of legal interpretation, the SETI approach would potentially be among those evaluated by an Extraterrestrial Affairs Commission, should Denver voters approve the August 2010 ET initiative, which reads:

BALLOT TITLE:

“Shall the voters for the City and County of Denver adopt an Initiated Ordinance to require the creation of an extraterrestrial affairs commission to help ensure the health, safety, and cultural awareness of Denver residents and visitors in relation to potential encounters or interactions with extraterrestrial intelligent beings or their vehicles, and fund such commission from grants, gifts and donations?”     Yes___ No___

The scientific alternative to the SETI model is the extraterrestrial research model, which has solid evidence demonstrating an extraterrestrial presence now visiting Earth, as well as evidence for the existence of secret human-extraterrestrial liaison programs of the U.S. government and corporate interests.

How the Mayor of Denver views the ET ballot initiative

Eric M. Brown, communications director for Denver’s Mayor John W. Hickenlooper, stated “We respect the process we have for citizens to put initiatives on the ballot and let voters decide whether to approve them.”

This statement itself demonstrates the power that the initiative and referendum provisions have.  The Denver Mayor’s statement is respectful, and reflects the authority of the voter’s right to decide.

Mayor Hickenlooper's office decision to issue a supportive statement is a major step forward from the civic abuses that the 1953 U.S. CIA Robertson Panel brought to public life and discourse on the issue of the extraterrestrial presence.
