KIRO-TV reported the seal was found at the Golden Gardens Park by a person walking along the beach.
Investigators with the National Oceanic and Atmospheric Administration were sent out to the location.
Officials said that even though the marine mammal was decapitated, it does not mean there was human interaction.
The Sno-King Marine Mammal Response Team collected samples and are investigating.
