The deadline was Monday, December 23, 2013 at midnight. People who had already set up an account on the website but had not enrolled with a health insurance company (because the website was wonky) waited until the eleventh hour, hoping that the website's administrators would have it working properly by then. And it didn't. People could not log in.
I tried to log in about a dozen times. Initially the site idled for long periods of time and then the window was replaced by a different one that was blank with a small icon, making it clear that the system had crashed. Eventually that stopped happening, but each time that I tried to log in, I received an error message that said, "You are not authorized to login. Please contact customer service." And so I called customer service and they were closed.
After that I tried to set up a new account and I received this message:
It appears that you already have an existing Covered California Individual account. Please log in or create a new account. To log in to your account, click Log in. To exit, click Cancel.
I couldn't log in. Therefore it was impossible to access my pre-existing account and it was also impossible to set up a new one.
