An unregistered sex offender that was wearing Halloween makeup was arrested at the Ramona Chamber of Commerce Main Street Trick or Treat Event on Halloween night for approaching children and offering them candy.
Law enforcement responded to a call of a suspicious person on the corner of Main Street and Montecito Road near the event that was estimated to have 750 to 1,000 children in attendance. The man was annoying children and parents according to the San Diego County Sheriff's Department's press release. The man was identified as Danny Shaw, 29, of Oregon who had his face painted white with red to resemble blood, according to Sheriff's Sgt. Brent Strahm.
One witness told authorities that he was approaching parents with kids and persistently insisted on giving the children candy and at one point he was seen putting candy into the bag of one of the children as they turned and walked away from him.
Shaw told authorities that he moved to California in February 2013 and did not register as a sex offender as required by law. Subsequently, Shaw was arrested and booked for the violation of not registering and for annoying/molesting a minor under the age of 18.
