Turns out R&D was very serious about the whole secret-messages thing with Conspiracy - the official announcement today was made in, well, code. MTGSalvation was immediately on it, and simple substitutions and inversions didn't work. The key, therefore, had to be polyalphabetic.
After decrypting with a Vigenere code using the substitution phrase "Gvyjthqxgr," the announcement turns out to be this:
