This is obviously no great shakes in a duel - it's usually a cheaper but weaker Switcheroo in those situations - but in a multiplayer game it'll change the entire dynamic of the game in one fell swoop. This can, as it were, grab commanders, which is a recipe for craziness just to start, but determining what to pick can make and break alliances; merely resolving this means you have decided the course of the game's politics by determining who goes first.
