Charter schools are public K-12 schools started by parents, teachers, and/or community members who apply for a "charter," which is sort of a mission statement defining the school's specific mission and goals, and how these goals will be measured. Charter schools are public schools and are open to anyone, free of charge.

In 1991, Minnesota was the very first state to pass a charter school law. In 2009, Minnesota passed a “second generation” charter school law that focused on strengthening the accountability of authorizers, schools, and boards of directors as well as modernizing charter schools.
