Chained Throatseeker is a New Phyrexia bulging blue wall that turns into a two-hit terror if your opponent has felt the sting of a lesser poisonous blow, via a small creature like Blighted Agent or a surprise spell such as Virulent Wound or Pistus Strike.

It's relatively easy to loose Chained Throatseeker from its bondage through a variety of methods, allowing access to a non-artifact Phyrexian Juggernaut that isn't forced into an offensive role.
6 mana is a lot to pay for a creature that doesn't have serious benefits i.e. titans in Standard, so Chained Throatseeker probably doesn't have any future there.
In Limited, especially in Sealed play, Chained Throatseeker has a much better opportunity to loose its leash and go rampaging about, spitting out a slew of ichorous drool on an opponent that may consider Chained Throatseeker a purely defensive barrier.
And even in a defensive role, Chained Throatseeker could be a lot worse - allowing your aerial and unblockable attacks to continue while gobbling up anything foolish enough to get close to this bulky blue horror.
Chained Throatseeker probably won't be a choice pick or selection, but there's definitely room for one or two in your deck depending on the circumstances.
