- The city of Tool has free mulch available at city hall. Pick up at your convenience, must be able to load and haul independently. Tool city hall is located at 701 N. Tool Dr. According to Henderson County Now you do not have to be a resident of Tool to take the mulch.

They now have their liquor license (only serve at shows) and their grand opening is coming up on April 6, 2013.
