Protecting North Carolina's children is being discussed in Raleigh. They are considering a new measure that would increase punishments for certain circumstances. The bill clearly states : " An act to make it a criminal offense to fail to report the disapperance of a child to law enforcement ,to increase the criminal penalty for concealing the death of a child...."
