Casting for upcoming tv show Gotham

Ben McKenzie, you know that dreamy guy from the hit tv show the O.C., his going to be Commissioner Gordon.
Let me back up some.
Ben McKenzie played Ryan Atwood on the 2003 hit FOX tv show the O.C. In 2009 he starred as Ben Sherman, a rookie cop on Southland. Now news has come out that he has been cast as the young Commissioner Gordon in FOX's upcoming show Gotham.
Along with this casting news, some more character have been cast. Robin Lord Taylor, who plays Sam on The Walking Dead. You know the guy who was with the broken legged girl with the fruit in that house, yeah him. He has been cased as Oswald Cobblepot, AKA the Penguin. Sean Pertwee, the son of the third Doctor ( Doctor Who), has been cased as Alfred Pennyworth. His character being described as a tough as nails ex marine from East London. Zabryna Guevara has been cast as Captain Essen, Gordon's boss at GCPD. And Erin Richards from Being Human and Merlin, has been cast as Barbara Kean, Gordon's fiancee.
With the way we see casting going, we can assume that Gotham will be taking place before Bruce Wayne becomes Batman.
