Capitol Report - January 10, 2011

The Senate Natural Resources and Environment Committee kicked off their 2012 session today at 1:00 PM. No legislation was formally considered or reassigned; however, it is reported that a great deal of discussion was given to HJR 2001/SJR 2001. This is the legislation that would permanently remove the Department of Natural Resources ban on using lead shot during Iowa's new dove hunting season.

The House Public Safety Committee kicked off their 2012 session today at 2:00 PM. On the agenda was the assignment of a number of firearms related bills to various subcommittees.  The meeting was extremely short, however.  The Republicans needed to make a caucus at 2:15, so there was little time to do anything except introduce everyone in the room.  Rep. Baudler assigned all of the following bills to a subcommittee of himself and Reps. Kressig and Tjepkes, with the exceptioin of HF 520.  That bill was assigned to a subcommittee of Reps Klein, Hagenow, and Rick Olson.

HF 104 – This bill would allow suppressors in Iowa.

HF208 – This bill modifies the procedure of disposing firearms and ammunition seized by law enforcement agencies in Iowa, including the DPS.

HF 209 – This bill refers to physical defense and firearms training of domestic assault victims and the creation of a domestic abuse assault fund that pays for this training and gets funding from the assignment of a domestic assault fee that is assessed to those found guilty of domestic assault. It also provides for a sales tax refund on personal defense items by domestic assault victims.

HF 220 – This bill totally eliminates the annual Permit to Acquire a Pistol or Revolver.

HF 291 – This bill allows security officers to carry firearms on campuses, and makes carrying a firearm in Iowa legal without a Permit to Carry Weapons (PCW). A PCW is still able to be obtained, as an option, so a resident is able to carry firearms in other states that honor Iowa's permits.

HF 520 – This bill allows private investigators and private security officers to carry firearms on school property as part of their official duties.

HF 573 – This bill modifies the current law to allow a citizen to use deadly force without requiring the citizen to retreat first. It also holds the citizen immune from any civil or criminal prosecution for the use of deadly force unless it is determined that the use of deadly force was unlawful under Chapter 704.
