Candice Miller announces change to House rule that prohibited holiday greetings

Macomb County’s congresswoman Candice Miller worked with colleagues to overturn an anti-holiday rule established by congress nearly 40 years ago. Miller announced the successful rule change in a video message posted on You Tube yesterday. Miller is chairperson of the Commission on Congressional Mailing Standards which set standards for communications between members and their constituents, known as franking.

According to Miller the rule prohibited members of the House of Representatives from including anything that would be considered a holiday greeting in communications to constituents.

The rule covered both general correspondence and individual messages and letters.

House rules are not laws but members breaking the rules are subject to sanctions. A congressperson could have violated the rules by writing a simple “Merry Christmas” next to their signature on an email or letter but choose to work to change the rule instead according to Miller.

Under the new rule, according to Miller, it is now permissible for a simple and well-meaning holiday salutation on communications.

“The holidays mark a time of year where we come together and reflect on the blessings we received, said Miller. “The meaning behind a holiday salutation transcends across our diverse nation; these greetings are one way we wish joy, peace and the chance for renewal to everyone.”

Miller is also Chairman of the Committee on House Administration.
