Lori Saldana, California State Assemblywoman representating the 76th District in San Diego, appeared on San Diego 6 News to discuss AB 1934   , which would ban open carry of guns in California. [Here is the 'Bill search' page for the California legislature]. The bill has been Re-referred to the Appropriations Committee, with a hearing date set for May 12th. Simply put, that is gobble-dee-gook legalese for, the trash must go through various busibody committes before the entire legislature can endorse the tyranny.

Members of the CA public safety committee passed the bill through, with two members of that committee voting no: newly elected Republican  Curt Hagman, former mayor of Chino Hills; and Danny Gilmore, a retired California Highway Patrol Assistant Chief and U.S. Marine veteran. Those voting 'aye' were Democrats Tom Ammiano, Jim Beall Jr., Jerry Hill, Anthony Portantino and Nancy Skinner. Skinner once tried to come up with a scheme to tax out of state internet retailers in California.

AB 1934, according to the most recent official analysis summary, "Makes it a misdemeanor for any person to carry an exposed an unloaded handgun outside a vehicle on his or her person while in any public place or on any public street in an incorporated city." The opponents of the bill are listed as "California Rifle and Pistol Association, Gun Owners of California, National Rifle Association and One Private Citizen".
 

Saldana, the 51 year old author of the bill, was first elected to the legislature in 2004. She was previously a high school and Community College teacher. She purportedly enjoys outdoor activities and wrote 'Lori Saldana's Backpacking Primer' in 1995. Her father Frank Saldana served in the U.S Marine Corps. On her official facebook page, she lists a brief description of her bill and immediately follows with a notice stating that all comments are being actively removed:  "AB 1934 (Saldaña) protects Californians from gun violence by prohibiting the carrying of an unloaded and exposed handgun, aka "open carry," in public places.***Please understand that this page is a strictly informational resource about AB 1934. We are actively removing all comments. Thank you for your understanding.***"

In the San Diego 6 News interview, Saldana begins by claiming "First of all, I support responsible gun ownership for people who are trained and licensed to have a gun - its perfectly acceptable. For work, sportsmanship, hunting; What I'm opposed to are people openly carrying a gun .. without proof that they are the legal registered owner ...that's creating a very dangerous situation".

Responding to the male news anchor 's question about those who might be 'scared' of seeing someone in public with a gun, Saldana replies "Well I think anytime you see someone who is not displaying law enforcement insignia or badge, carrying a gun , it makes you wonder, whats going on here?"

She elaborates: "The bill would ban open carry in public places- on private property, you're still allowed to carry a gun, and it would not allow for anyone to openly carry a gun and go out into a public place .. it would prohibit that."

When asked about the second Ammendment, Saldana says "well, the second ammendment says 'a well regulated militia' .. the supreme court has ruled that regulations are appropriate.. but again, time, place, circumstance can still be regulated. "

Saldana then proclaims that her bill is supported by her colleagues, the statewide police chiefs association , Los Angeles County Deputy Sherriffs Association. She then goes on to bring up border control groups and says that it is very dangerous for such people to carry guns. Open carry and gun right groups are excoriating the notion of such a bill, and working to defeat it.

Gun control advocate Arnold Schwarzenegger,  who is on record sayingI’m for gun control. I’m a peace-loving guy", has signed a myriad of gun laws since taking office, and is suspected to be a certain signer of the bill if it passes.

    Hmmm...I guess the Assembly woman feels her citizens of California are really different when compared to the rest of the nation. The vast majority of the states currently permit open carry and there are no issues.

    I think it says a lot that when the 2nd Amendment got brought up she only mentions the first part referring to a well regulated militia and omits "..the right of the people to keep and bear Arms, shall not be infringed." Not keep and hunt with. Not keep and locked up. But keep and BEAR.

    Also, if as she says that police resources are being reduced, than isn't it my prerogative to be ready to protect myself?
