News of the Central Intelligence Agency hiring private security contractors such as Blackwater USA for the secret “locate and assassinate” terrorists program according to government officials and reported by Stephen Crowley in The New York Times might relate to the global influx of innocent citizens reporting counterterrorism-type extreme abuses since 2001.
Mark Mazzetti’s article, C.I.A. Sought Blackwater’s Help in Plan to Kill Jihadists published August 19, 2009 further exposes government hit squads against “terrorists” and “individual agreements with top company officials,” including Blackwater founder, Erik D. Prince.
Prince is a “politically connected former member of the Navy Seals and heir to a family fortune.” Navy Seals are commonly noted for their covert, high-technology assaults.
Blackwater executives generated controversy due to the "security" firm's aggressive tactics in Iraq. The spy agency's planning, training and surveillance cost several million dollars on a program that “did not successfully capture or kill any terrorist suspects” according to Mazzetti's report.
One government official reportly said, “It’s wrong to think this counterterrorism program was confined to briefing slides or doodles on a cafeteria napkin.
“It went well beyond that.”
Rudimentary data about self-identified targeted individuals (SITIs) plus anecdotal reports indicate that since 2001, an influx of innocent, injured citizens have been lodging complaints with law enforcement; national and international human rights organizations; elected officials; and media about their experiencing covert, cruel and inhumane treatment.
This influx was one stated reason that in 2006, then Georgia Congressperson Cynthia McKinney called to reopen the Senate Select Committee on Intelligence Cointelpro investigation with House Resolution 1026.
"A look back at the Nixon era Tom Charles Houston plan, referred to as ‘fascist’ by Congressional investigators, shows us it is being implemented in full since 9/11. Congress has a responsibility to open oversight hearings into the new abuses as well as their historical context, and to acknowledge and give relief to its victims then and now,” stated McKinney in a 2006 Washington press release.
SITIs claim human rights violations involving a sophisticated, organized program adversely affecting their wellbeing.
Over 400 Americans have publicly recorded claims of being targets of this treatment, many alleging effects of clandestine bombardment of electromagnetic weapon technology in a widespread campaign of experimentation or outright persecution including violating their right to think. In sheer desperation for survival, at least some of these SITIs resort to online self-help groups. A look at content of their messages in these groups reveals their disturbing accounts: typically death threats, rapes, physical assaults and assassination attempts.
SITIs consistently report experiences reflecting mind-control tactics in their communities: for example “extreme” stalking (J. H. Kamphuis and P. M.G. Emmelkamp, Stalking — a contemporary challenge for forensic and clinical psychiatry, Department of Clinical Psychology, University of Amsterdam, The Netherlands, The British Journal of Psychiatry (2000) 176: 206-209), forced isolation and noise campaigns that completely remove their ability to predict the future. This type of torture creates dependence on others, a helplessness.
SITIs claim being covertly tortured in their homes and communities. They are broken individuals. Many were respected, well-paid professionals before their experience.
SITIs' pleas for advocacy are consistently denied by medical doctors, psychiatrists, psychologists, organizations of these professionals, police, elected officials, and media. As a profession, psychologists typically dismiss SITI claims.
According to SITI statements and emails, one could say that psychologists deny their reported experiences or are “just following orders” rather than following the precautionary principle, “Do no harm.”
Instead of considering possibilities of advanced technology; widespread use of “interrogation” treatment; or non-consensual human experimentation; psychologists, as others, appear to re-victimize SITIs with labels before conducting a thorough investigation.
Delving deeper into other Bush-era counterterrorism programs
An untold number of targets are unaware that they are victims of a CIA-Cointelpro-style abuse and/or non-consensual human research.
They do not attribute their ongoing “bad luck”; mishaps; animal killings; or mysterious, untreatable, disabling “environmental” diseases to covert operatives using old Cointelpro tactics plus new weapons of war to terrorize, “neutralize”, and prevent resisting the treatment.
Scientific research publicly available about this phenomenon is almost non-existent according to a report by Peter Phillips, Lew Brown and Bridget Thornton. (P. Phillips, L. Brown and B. Some Congressional Democrats hint that the assassination program was one of many that the Bush administration hid from Congress and view this one as justification to investigate Bush-era counterterrorism programs.
Congressional Republicans criticized the decision to cancel the assassination program according to the New York Times Report.
SITIs say the program has not ended anymore than Cointelpro activities did after the 1976 Church Committee Investigation and subsequent orders to halt that program due to its criminal activities targeting law-abiding individuals and groups.

The CIA Black Ops are on Google Finance. They are finding targets from there and doing mind control experiments on them. For my family, and my renter's family (they have four children), this has meant torture from EMF radiation, and mind control (dream manipulation and feeling the brain swell, feeling nausea). They moved a radiation scientist in across the street from us and we believe he is hitting us with microwave and possibly gamma radiation. They have opened accounts in our name, but we do not know the full extent of what they have done to us yet. We are stalked by numerous groups of vigilante police, and real police, utility workers, cabs, pizza delivery, chinese delivery, and others. They have moved a CREW of people in ALL around our houses, people that harass us all hours of the day and night. If you asked me two years ago about Gang Stalking; I would have said it was probably a self induced paranoia from every day stress or just plain delusional.
As an engineering professional of 20 years I can now for certain say that this program exists. Where it's coming from has yet to be determined in my account. A lot of the stalkers are transients, kid's playing a "new" and exciting game with friends, neighbors who've been lied to about your past,
etc. Also age is no barrier with these stalkers.
What made me realize something was wrong is things started coming up missing, my vehicle was vandalized, I was being bump dragged in my car and forced off the road, a cross erected in front of my bed room "just kids playing around" ...yeah right!, obstruction during walks and bike rides, crowding, and virtually no privacy.
On the street Gang Stalking is no big secret as it's already a form of pop culture to some extent. Look it up in the Urban Dictionary and you'll see for yourself.

I'm pleased that the allegations made about Blackwater are being disseminated. As a citizen living in a city where Blackwater has a major facility, I confirm that my experiences and observations lead me to conclude that Blackwater, which is a private multi-national corporation that is heavily armed with full military grade high weapons including high tech weapons and employees with backgrounds in Special Operations, operates outside of the law and with the full protection of law enforcement and Executive Branch agencies. There is a critical need for investigation into their domestic activities by Congress. There is a greater need for the implementation of major legal restrictions regarding their domestic and mercenary activities. If I were to relate my concept of domestic terrorists, I would describe Blackwater as I know them.

The US government rationalization for engaging in covert wars of harassment and crime against citizens, known as COINTELPRO operations, has always been that it was necessary to protect "national security." The previous threat to "national security" was "communist subversion." Now it is "terrorism."
A substantial percentage of Americans is, unfortunately, willing to trade freedom for security, but that is not what they are achieving. They are instead losing both freedom and security by condoning present government COINTELPRO operations under the pretense of fighting terrorism.

But the likelihood of evil singling you out on your quiet street in your nondescript neighborhood is fortunately of a very low probability. I am a emotionally / psychologically balanced middle aged lady who previously had an amateur interest in Jungian psychology - I think I completely understand what you mean in terms of projecting into the world what is inside of one. HOWEVER (sorry for yelling), as a relatively new -over 1 year) targeted individual, well, I can testify, as can many others, that we are far into a daily experience of fascism in ordinary neighborhoods in the U.S.A. My conjecture, related to my own experience, is that it is relatively easy to fabricate false evidence, submit this to federal agencies, and in this way start a sequence of events which lead to organized or gang stalking. I believe this is just one of different ways that it happens to individuals. Why? Many different reasons - depending on circumstances. In my own situation I think it was a terrible lie which was believed by people who didn't know me. Then spread. One can be "made" into a liability (in a company, neighborhood, etc.).
The voices can be heard through anything with a consistency of sound such as wind, traction between a road and tires, fans, etc... V2K needs to be exposed why would they use this technology on kids and ruin their future. When this is exposed a trillion dollar restitution plan must be issued to all true TI's. John, (no relation) you don't seem to understand what this is about and implying that person's suspicions and claims are motivated by evil in their own heart is callous and irresponsible.
They could never get away with targeting a person of prominence or fame. This is eugenics performed by psychopaths who are on the government dole, either as civil servants or defense contractors, and the war on terror has a bottomless pit of spending that's long from over. It seems to be a scheme of command and control as our economic future predicts dark days for all aspects of our society. Those are the paid operatives, they support the volunteers recruited by CitizenCorps and other Dudley DoRight programs the government implemented after 9/11.

Thank you for this article. This is happening and is real. I would not have believed it 2 years ago. The goal now is exposure and awareness.
More needs to be written concerning this. These exercises are very serious, due to the technology, and the exhibited sickness of the cruel acts. Furthermore, the groups responsible for these exercises are able to control (obstruct) federal and local law enforcement with ease.
I have documented what I have learned about my own victimization, and from my own experience it is rooted in the earlier exercises of MK Ultra. Since the mid 1970s, these operations carried on with RF/ELF based neurological weapons systems.
Is it possible this can be happening without government authority? Seems one does not need to be high profile to be targeted - one of the most difficult things for the average person not targeted to understand.
