A severely restricted and controversial San Antonio Animal Care Services (ACS) animal shelter on the base is in great need of repairs. Additionally, access to the shelter is not compliant with the city's own municipal code, and it violates the rights of the disabled.
Unfortunately, the BDA does not mention the situation that could severely restrict the future of the development, and they continue to attempt to conceal it from investors and the public.
Demolition would be a likely outcome if it is to truly fit with the futuristic concept touted by the BDA. Many believe the development could be a resounding success if the shelter is removed in its entirety.
As seen from the pictures in this article, the secret facility does not appear as if is part of a move to the future, and it seems reminiscent of a troubling past. The military previously performed animal experiments at the Brooks City-Base.
The city of San Antonio’s Animal Care Services has claimed through the months and years that its 3-year use of the facility is and has been “temporary”, yet they push to have the lease renewed.
The future actual use of the facility is questionable, as the city of San Antonio’s claims as to how it will be used - and how it is being used - seem to change with the level of truth and facts that are now being revealed to the public through investigations.
Mayor Julian Castro’s San Antonio takes great efforts to conceal the operation, condition, and location from the taxpayers of the city.
Moreover, the city has violated the lease, continued in operations prohibited by the lease, and has engaged in various unlawful practices concerning the facility.
Residents believe that if the shelter remains, San Antonio will continue in its deception and complete lack of transparency in operations – and the facility will continue to be used in violation of the lease and taxpayers wishes.
Voters and taxpayers feel they are being left behind, and that the special interests involved are profiting and promoting themselves while attempting to conceal their unlawful actions behind closed doors.
