Mark Wahlberg plays Billy Taggert, who is an ex-cop turned gumshoe. The mayor is Hostetler, played by Russell Crowe and he does Taggart so wrong.
Taggart then seeks to avenge himself.
Crowe, Wahlberg and Zeta-Jones do a solid acting job. Otherwise, p----assssssssssss.

Cathleen Hostetler: I say, there's never a wrong time to stand up to the bullies. Even if they're powerful bullies. Especially, if they're powerful bullies.
Mayor Hostetler: Hey Billy, welcome back.
