Ask any crooked lobbyist or politician, and they'll tell you the best way to win an election or push through a critical bill is to make sure odds are in your favor. Revealed today May 19, 2014 in an article by Matt Tabak on, Brago's Representative from Wizards of the Coast's upcoming expert Magic: The Gathering set Conspiracy will help "fix the vote" so that your best interests are always what matter.

While voting, you get an additional vote. (The votes can be for different choices or for the same choice.)
On Fiora, no matter is settled until King Brago offers an opinion.

Political trickery aside, Brago's Representative is arguably more powerful outside of multiplayer games. Brago's Representative allows you to win every vote in an normal one on one player duel. That means your Plea for Power or any other will of the council card always have the desired affect on the the game which you want.

In a vacuum Basilica Guards is a much better choice, especially in Commander. However in Conspiracy limited it's important to note that even without many will of the council cards of your own Brago's Representative can make a large impact on the game when one of the other players casts a will of the council card.

It's also important to note that Brago's Representative may affect many other cards down the road. According to Tabak: "Brago's Representative applies only to abilities that use the word "vote" (that is, just will of the council abilities... for now)."
