It's not fair to compare Balustrade Spy to Vampire Nighthawk. They aren't the same rarity, and Balustrade Spy is clearly limited filler. Yet despite Balustrade Spy's lackluster appearance it can still play an important role in a Dimir deck.
Balustrade Spy will Mind Grind your opponent for one, bringing them one step closer to decking out if you decide to take the milling route to victory. Balustrade Spy is also a prime candidate to encode your Cipher spells such as Undercity Plague or Call of the Nightwing onto thanks to flying.
Balustrade Spy can block Deathcult Rogue in the mirror match and survive to brutalize your opponent. Let's not also forget that as a vampire it can be pumped by cards like Vampire Nocturnus, although we strongly recommend some other choices in the four-mana spot if you decide to build a tribal deck.
