Dear Tom,
I own a ’96 Mitsubishi Galant and the paint has been peeling off of the hood. Can you tell me what would cause this?

This condition is called paint delamination. It is the result of a lack of chemical bonding of the paint to the primer coat, and possibly the primer coat to the metal of the car's body. Chrysler had this problem with their vehicles in the ’90s. The only way to correct the problem is to sand down, prime, repaint and then clear coat the area affected. Good luck to you.
