The Arkansas Educational Television Network (AETN) offers Discovery Streaming for free to home school families. This is an enormous savings as subscriptions to Discovery Streaming can be very expensive. All you are required to do is to request a pass code and then register at Discovery Education Television Network.
Get the code
To obtain your passcode go to Arkansas Ideas. There is a login box that asks for a user name and password. Just below the login information is a box for a passcode. Click on the link that says what is a passcode. A dialog box will pop up with the email of who to contact for the passcode. Be sure to tell them that you are a homeschool parent, give them your name, address and phone so they know you really reside in Arkansas.
I received my passcode within 48 hours of my request. To use the passcode, follow the link above and enter the passcode into the area in the login box. Discovery Education Network will ask you to register. Fill in all of the information. Then you will have access to the Discovery Streaming subscription. This is a huge savings. Although it is not as robust as Discovery Streaming Plus, this is a great, free, educational resource for all Arkansas homeschool families.
What you get
What does streaming video from AETN offer? Free quality educational videos for children in all grades. For example, there are 85 Bill Nye the Science Guy videos and 173 Magic School Bus videos. If studying a language is something you plan to do, the AETN subscription offers Arabic, Chinese, French, German, Italian, Japanese, Russian and Spanish. There are 14 videos and other media on the topic of Little Rock, Arkansas. In addition there are resources for home school parents to set up lesson plans, quizzes and calendars. All of the videos have links to national standards. For many homeschool families this subscription could be the entire curriculum for their students. This is a free resource for all Arkansas homeschool parents that should not be overlooked.

I have verified with David Bennett at AETN that homeschoolers are entitled to a passcode. I emailed AETN on October 18th and received a passcode on October 19th. I do not know who you contacted but the information in your post is incorrect.
