Francisco Valencia, 47, of Baseline Drive, Guadalupe was arrested on Friday for suspicion of animal cruelty based on an investigation a few weeks ago. He has been charged with failing to provide medical care, shelter, and food for his two dogs.
Acting on a tip from neighbors, the Maricopa County Sheriff's Office deputies found two dogs undernourished and in poor health. According to AZfamily.com, a seven-year-old dog named Billy had no use of his back legs. The calluses on the dog's hips showed this condition has been chronic. A two-year-old dog named Bacon had no food or water. Both dogs were surrendered to Animal Control. Billy will need the use of a canine cart to help him become comfortably mobile.
Valencia had left the dogs at the location after he moved and according to Kpho.com, would come every other day to feed them. He has been booked into the Fourth Avenue Jail.
