Laura B. Triggs, former Deputy Director of Finance and Chief Financial Officer, has been named a Deputy City Manager.
Triggs will be succeeded by Kendel Taylor, who has been named Acting Director of Finance.
Yon Lambert has been appointed Acting Director of Transportation and Environmental Services.

Laura B. Triggs -- Deputy City Manager for the City of Alexandria, effective August 1, 2014.
Triggs joined the City of Alexandria 1998. She has previously served as Deputy Director of Finance and Comptroller, Director of Finance, Deputy Chief Financial Officer, and Chief Financial Officer.
Prior to joining the City, Triggs served as Associate Chief Financial Officer for the District of Columbia, and as Director of Financial Projects for the District of Columbia Financial Responsibility and Management Assistance Authority (also known as the Financial Control Board). Triggs has also worked for the U.S. Government Accountability Office (GAO) and KPMG LLP, auditing financial, insurance, service, nonprofit, and government institutions.
Triggs is a Certified Public Accountant and holds a bachelor's degree in accounting from Southwestern University. She has been a guest lecturer at Harvard Business School and has served on the Arlington Public Schools Fiscal Advisory Commission.
Kendel Taylor-- Acting Director of Finance for the City of Alexandria, effective August 1, 2014. Taylor succeeds Laura Triggs, who will now serve as a Deputy City Manager.
Taylor joined the City of Alexandria 1995. She spent most of her City career in the Office of Management and Budget, including service as Acting Director in 2011 and 2012. She currently serves as the Financial Operations Engineer in the Department of Finance.
Taylor holds a bachelor’s degree in business administration and marketing, a bachelor’s degree in Spanish from Albright College in Reading, Pa., and a master’s degree in public administration from Virginia Tech. She has also served as a local government budget reviewer for the Government Finance Officers Association (GFOA) for more than 15 years.
Craig T. Fifer -- Director of Communications and Public Information for the City of Alexandria, effective August 1, 2014. Fifer has served as Acting Director since February.
Fifer joined the City of Alexandria in 2003 as E-Government Manager, and became Deputy Director of Communications and Public Information in 2010. Prior to his work in Alexandria, he served for seven years as the webmaster and electronic communications coordinator for the City of Roanoke. He serves as president of the Virginia Coalition for Open Government and president of Virginia Government Communicators. Fifer holds a bachelor's degree in political science from Virginia Tech, and a master's degree in public administration from George Mason University.
