It means that a deal could have possibly already been agreed upon by two teams, but that they are just waiting till March 12 to make the announcement.
It is no secret that the Kansas City Chiefs and Arizona Cardinals have been linked to rumors about Smith and either team could probably work out a deal with the 49ers very easily. Smith has certainly proven that he can help bring success to a team, but the 49ers are content putting everything behind Colin Kaepernick after what he was able to accomplish last season. Helping lead the 49ers straight to another Super Bowl didn't hurt either.
Smith actually had a lot of success last season as well and actually led the 49ers to an impressive win over Arizona the week before he suffered a bad concussion. That concussion put him out for a week and gave Kaepernick the chance to step in and take over the role of starting quarterback. It was a move filled with controversy at the time, but the fans and the team aren't looking back now.
It's unclear what an Alex Smith trade could yield for the San Francisco 49ers, but the team is likely looking for either a really high pick in the 2013 NFL Draft or several picks in return for him. At just 28 years old, Smith might have a lot of football still in front of him, possibly raising his value a bit for franchises that have no answers at quarterback yet.
