Alderwoman proposed an anti-sagging ordinance, bb 117, that aim at reducing the number of people wearing their pants below their hips at Long Middle School on Tuesday August 20th 2013. Citizens for and against the proposal testified during the hearing. Both members of the St. Louis Board of Aldermen wanted to here from the public about what is the best to address this issue.
Supporters of such legislation felt it was disrespectful for people walk around, pants down and privates exposed. Currently the city does have an ordinance against indecent exposure, but people who sag expose their underwear. The proposal will make in illegal to expose the underwear as well.
Opponents argue the proposal, if pass, will lead to racial profiling because most people who sag are African-Americans. Alderwoman Marlene Davis countered that the proposal applies to everyone. In the video, Alderman Arnowitz said he saw white people sag. While most attendance are concerned with contact with police and whether laws will be used to target a class of people, most people in the room agreed something has to change.
