"Should a 1.6-mile stretch of Madison Avenue in Albany — between South Allen and Lark streets — be cut from four lanes to three? A new draft study prepared for the city says it’s not only possible to do without snarling traffic but could help reduced accidents by as much as 55 percent.
The changes would entail re-striping the lanes and timing the traffic lights, and neighbors have been lobbying for the so-called traffic-calming measures for years in an effort to increase pedestrian and bicyclist safety."
