By now the health care reform bill has become something like Bigfoot in that everyone talks about it but few know what it really looks like if it exists at all.  For clarification there is in fact a "bill" which is set to be voted on by the House of Representatives this weekend.  The current bill was already passed by the Senate and has been analyzed extensively by experts. However in addition to the Senate bill the House also plans to vote on a "fix" to the bill which will then go back to the Senate.  The "fix" is not all together settled and is still being written after going through markup in the House Budget Committee (picture on left).

Still the fixes are relatively small because they must be in order to be passed through the reconciliation process in the Senate.  We therefore know most everything that the bill would do if it is passed this weekend.  Here is a plain language summary of the major provisions of the health care reform bill.

Would I Be Forced to Purchase Insurance?

Probably not.  If you already have employer-provided insurance you can keep it.  If you do not currently have any insurance you may have to purchase a plan by 2014.  Beginning in 2014 most Americans would have to purchase health care insurance or be forced to pay a fine.  If someone already has insurance (including through their employer) they would not need to worry about this provision.  For those who would be affected they could purchase insurance from anywhere but if they do not they would need to pay either $750 or 2% of their income, whichever is greater.  Exemptions would be granted for those in financial hardship which is measured using the poverty line.

Would My Current Insurance Be Affected?

Yes and no.  Yes in that any new plans would be regulated by the federal government.  The regulation would make plans provide a minimum of amount of benefits but not a maximum.  It would also implement consumer protections and an appeals process for consumers who want to dispute the decisions of their insurance companies on individual coverage.  The Congressional Budget Office estimates that premiums would go down under reform compared to the rate premiums would go up without reform.

Having said all that the reform plan "grandfathers" plans already in existence.  Therefore a plan currently in existence would be exempt to any changes at least for a while under the current bill.

What About This Exchange Idea and the Public Option?

There is no public option or new government provided insurance plan under the current bill.  Instead each state would have a health care insurance exchange where any individual can purchase health insurance.  The insurance plans in the exchange would have to meet federal regulation that would ensure they provide minimum benefits, etc.  Individuals who are currently covered by an employer-provided plan could not purchase form the exchange.  Undocumented immigrants could also not purchase from the plan. 

All plans in the exchange would be regulated by the federal government.  These regulations would include requirements that the plans provide a certain minimum level of coverage, that they do not discriminate based on pre-existing exclusions, that they spend a high percentage of their premiums on actual care (around 80%), and that they follow certain consumer protection laws.  In addition plans could no longer limit how much costs they are willing to cover.  In the past insurance companies would be able to limit their liability to $250,000 for example and stop paying once that limit was reached.

What Would Happen to Medicare?

The proposal would set up a board that would research and propose solution to reduce the costs of Medicare.  The board would be specifically prohibited from proposing anything which would amount to rationing care for the elderly.  Instead the proposal would focus on reducing waste and fraud while making Medicare more efficient.

What if I Can Not Afford Health Insurance?

Individuals who make between 100%-400% above the federal poverty level would be eligible to receive credits to assist them in purchasing health care insurance.  The amount of credit would generally go down the more income an individual made.  For the poorest the credit may pay for all of their health care premiums.

Would Employers Be Forced to Provide Insurance?

Maybe.  If a business has over 50 full-time employees they will be forced to offer health care coverage or face a $750 fee per employee.  Businesses with less than 50 employees would be exempted from providing coverage.

What About Medicaid?

Medicaid would be expanded to cover all individuals under the age of 65 who make less than 133% of the federal poverty level.  Currently the poverty level is around $18,000 for a family of three.

Does the Bill Pay for Abortions?

The bill keeps the current federal law on abortion funding in that federal funds could not be used directly to pay for abortion or abortion-related services.  The current bill does not include the abortion language in the House bill which put restriction on funding which were even more strict than the current law.  Essentially the House bill would have prevented individual receiving federal assistance from purchasing any health care plan (private or not) that provided abortion coverage.

What About Small Businesses?

Initially small businesses would receive a tax credit for up to 35% of the money they pay to purchase health insurance for their employees.  By 2014 that percentage would increase to 50%.  The idea is to help small businesses pay for health insurance coverage since they currently do not have the bargaining power of larger businesses.

Small businesses would be allowed to join forces in order to purchase insurance for their employees.  In other words five small businesses could all negotiate with an insurance company together in order to get a lower rate as big businesses currently do.

How is It All Paid For?

First there is a cadillac plan tax.  If an insurance plan costs $8,500 for an individual or $23,000 for family it would be taxed at 40% for any amount above those amounts.  Most health care plans cost much less than those amounts in premiums.

Secondly there are taxes on health insurance companies, pharmaceuticals, and medical supply companies.  Each of these companies would be assessed fees.  Pharmaceuticals would pay $2 billion, medical supply companies would pay $2.3 billion, and health insurance companies would pay $2 billion starting in 2011 and increasing to $10 billion by 2017.

Finally the bill would count on increased efficiency and reduced waste in Medicare to offset some of the other costs.  Overall the bill was projected to save a little over $100 billion in the first ten years of its existence and well over $700 billion after that.  Those projections were done by the non-partisan Congressional Budget Office.

    Bring it on. It is high time we have reform. We are all paying more in HC premiums and hospital costs due to the uninsured patients inability to pay their bills. I'm glad we finally have an administration that is willing to challenge the status quo and do what is right.

    Exactly where do you think this money is going to come from now? Fall out of the sky? Where does the government get their money now? From OUR taxes. Wake up to reality, a free health care system means free for only some, and for the rest of us, those of that work and contribute to society, it means higher taxes, higher insurance premiums, and a limit as to what type of medical care will be covered. Free is never free. Someone foots the bill, much like our current welfare system, tax payers foot that bill. Middle class will take a beating, and those in a higher tax bracket are going to be hit so hard they are dropped a level on their take home income. And while you are at it, praising this new health care reform, why don't you look up the definition of "Socialism" and then get really scared because that is what is happening to our nation.

    I agree 100% with paul in NC. I'm 25 years old and buy my health care directly from a health care company. The three years that i have had insurance with them my premiums have risen well over one hundred dollars a Month. I have not used my insurance any more that i have when it was first purchased. yes the administration has done a great job trying to get this bill passed. WE ALL IN HEALTH CARE REFORM.

    I hope you are so happy with Obama care when it is run as well as the post office, DMV, passport office, unfunded social security, unfunded medicare, and every other government organization. I would love to see health care reform, I just don't want it run by a socialized governmentor at the cost of bankrupting America so my children are paying for your bills.

    ENTERED ON THE JOURNAL OF EACH HOUSE..... This mean THEY HAVE TO VOTE on the bill!

    If: poisons weren't allowed in our food and drink, people didn't smoke, people ate less and exercised more, sat in front of tv and computers less, chemicals weren't used to fertilize our food, cattle were fed what they are supposed to eat and not garbage, the FDA actually on the side of the people and NOT in big pharma's pockets, aspartame NOT considered a safe food ingredient but the biochemical it actually is - I can GUARANTEE you there would be much less need for healthcare reform in this country. Problem is - none of the "ifs" I mention will ever come to pass. People don't want to take responsibility for themselves, easier to pass the buck. And politics and business will never cease to mix.

    If you think more people covered for $750 in annual premiums, that forcing a business to provide coverage without limits on potential losses and provide "free" coverage for prevention, that new taxes on health insurance companies, pharmaceuticals and medical supply companies won't be passed on to consumers (as all business taxes are), won't result in greater out of pocket costs for all Americans, you need to wake up! If pricing caps are placed on any of these businesses for premiums, products or services, where will be the incentive to continue to operate. Folks, use your head! Think it through from the perspective of each party involved in this and determine what you would do if in their situation. People are in business to make a profit. If the potential profit isn't worth the risk, they don't take the risk....they close the doors. Reports say that 33%-45% of Doctors will consider quitting if this Healthcare bill is passed. Not a good recipe for better healthcare!

It looks like it was banged out in a hurry, which makes me question the completeness and accuracy of its information. You wouldn't go to an important interview in grubby clothes, so why publish an important article without editing it first?

    It Really appears there isn't a single GOOD or honest Democrat...not a single one.
    This is a coup we are witnessing in slow motion....I think many good people are just sitting with their mouths open (figuretively speaking) not believing what they are seeing...thinking it will just blow away like so many other Political Firestorms in the recent Past.

    BUT it won't. And the course towards Fascist Statism of the jackboot Socialist kind is coming FAST People!!

    THIS is the Time to stand up and fight it , and make a difference. We are being challanged because ALL of our Liberties and our childrens hope for a free future are whats at stake. We have to take action NOW and fight this take-over like Americans haven't had to in many generations. THIS is perhaps our generations' Great Fight....WE will determine what and how America will look and function from this juncture point on. Where we you in 2001 when all of Congress and the Senate, which at that time the majority were Republican, passed the P.A.T.R.I.O.T. Act. Or where you in the 1992 when the government unlawfully and illegally stormed Ruby Ridge in Idaho? Where were you self-righteous upholders of the Constitution then?? How dare you now when millions are out of work with no health care tell us about the Constitution. How dare you dare you tell me that even though I get up every morning and go to a full-time job and faithfully pay my federal and state taxes that I am not due medical coverage simply because my job doesn't offer health insurance but I still have to pay for others to sit at home on my expense. Health care is not all that needs reform in this country. We as taxpaying citizens need to demand more accountability of our elected officials.

    Many Many Conservatives were vocally against WACO, Ruby Ridge and The Patriot Act and even Bush's Prescription Drug program. Look on this site and on Breitbart etc.. for proof. I am Conservative and have made no small amount of criticism of Both Bush Presidencies for the same kind of Trashing the Constitution and Insane spending.

    There is no "How dare we Talk about Constitutional issues". It is all citizens Constitution and it's violation affects us ALL. This should NOT be a Left vs. Right issue. It is an issue of the Power Elite sticking it to ALL Americas's People. This Sick Bill does NOT give people Health Care....it is a TAX SCHEME which at the same time lowers the barrier for Gov't intervention in private lives. As such it is SOCIALISM with a Large Fascist slant.

    We should all be joining together as Americans to insure our God-given and Constitutionally quaranteed Civil rights. Not fighting this false Right versus left issue. We can do better.

    Wondering how long our insurance companies, medical device companies and pharmaceutical companies will be able to provide quality products and services, and wondering how they will find the money for research and new and better products and ideas....or even be able to stay in business for that matter, after paying the kinds of taxes that this bill will require them to. This is insane Yes we need reform, but the government taking money at gunpoint is just wrong. Atlas will shrug!!!!

    Why are we forced to buy health care if we do not want this. It is not worth the money. We are constantly losing our freedom and being forced to buy health care does not seem to benefit anyone except the multibillion dollar profits of the insurance companies and doctors. Good luck with this bringing positive change. How will they force someone with no income and no insurance to pay the fine or anything else for that matter?

    The reason why "Republicans" or the "Right Wing" may not have the best "grammar" is because they are too busy working so that they have enough money to pay for all of these wonderful gifts that the "Liberal and Proud" of Washington are creating (You know somebody has to repair your Prius so that you can feel good about "saving" the planet; its not going to fix itself). Gifts like healthcare reform and cap & trade to name a few. You know when you are working 2 or 3 jobs you do not have a lot of free time to worry about "grammar".

    I am an educated conservative (I am sure more educated that Liberal and Proud) and after having read the current healthcare reform bill (yes, I read the whole thing) I will say that its intentions are right but its methods are way off. It makes way too many assumptions about projected income levels, who will file federal income taxes and who will pay fees to name a few things. They should scrap it and start over.

Nothing the government controls now has been successful....ie: Post Office, Social Security, Medicare & Medicade, etc. You cannot believe that our federal government can make health care better or less expensive so why are the dim-0-craps pushing this so hard....guess....socialistic government and control so becareful what you want.

    Has anyone read this article? Fining an employer a whole $750 per employee if they don't provide coverage ... it would seem that $750 is much more inexpensive than insurance coverage would be. And, forcing a healthy person to buy insurance is outright THEFT. Why should I, as someone who does not use any medical services, have to pay for someone else who is a hypochondriac? I am a PROUD LIBERTARIAN who does believe that EVERYONE has a right to health care, EVEN IF THEY DON'T HAVE A DIME. But this should come from our high level of TAXATION, not create a new tax and call it a HEALTH PLAN.

    I've live almost my whole life without health insurance. I also am a natural alternative supporter. Still it would be nice to be able to go to a doctor if I needed or even better yet be able to take my daughter to one or even be able to afford a new pair of glasses when she needs it. I think we do need changes, but is this Bill going to give us what we really need. Probably not. Insurance companies and most doctors don't really care, they just want to make that almighty dollar. I think the Dems mean well, but there is definitely a much bigger problem with the health system in this country and it does begin with the FDA being in the pocket of the pharmaceutical companies and drugs becoming more important for doctors to use then maybe something that might really work with healing, like natural alternatives that work with our bodies not against them. We put chemicals in our food, air and water. That's were we need to start. Get back to the basics when all else fails.

    After having the republicans run the country into the ground for eight years it is a welcome change to have someone in office that is willing to fight for what is right. Healthcare reform is needed now. Insurance companies can not & should not be allowed to continue denying coverage & raising premiums just to pad their pockets. Seems to me that republicans only want President Obama to fail at any cost. We had to listen republican lies for eight years (still waiting for the wmds to be found). The rich got huge tax breaks, companies got tax breaks for outsourcing jobs.

    It's interesting how some of the Reichwings on here are lecturing on the fundametals of the Constitution, and the fact that they are proud to be Americans.....it's interesting, considering what happen between 2001 and 2008. What happened back in 1999 when the Reichwing had the majority and pushed through the Gramm-Leach-Bliley Act, it repealed the Glass-Steagall Act of 1933. It gave the Big Banks/Investment Corps and Wall St permission to gamble with our money. It was one great big party for them.....and we the citizens are suffering from the hangover now.

    I didn't hear a peep out of the so called Constitutional experts!!!!

    The TRUE fact is that Liberal/Democrats NEVER Criticize their own...or very rarely.

    Well, Jaime, when all of that went down from 1999 to 2006 I didn't hear a peep out of the Reich at all! In fact when the the Banks/Investment firms were starting to fail because of the dirty deeds, all you and the rest of the Reich did was blame the middle to lower income people of the fall, without researching or even blaming those who put the Gramm-Leach-Bliley legislation in place.....didn't hear a word, all I heard was how the middle to low income people were the ones at fault. I think you oughta go research what the Gramm-Leach-Bliley Act is all about....I think you will find it interesting!...As far as critizing my own, I've NEVER, NEVER, heard a Reichwinger do the same....especially when it came to George Moron Jr. What was the Rehtoric, your Un-American if you don't support the president, if you don't like it leave, and so forth.....desent isn't just for one side of the isle, it is the duty for ALL Americans....it doesn't matter if it is a Reichwing President or a Liberl

    I have paid for medical insurance all my life, I'm 57 and was self employed now out of work. Try paying 800 dollars a month. Medical coverage that ONLY covers hospital bills with a cap, no preexisting conditions. No prescription coverage, no office visit's coverage, no prevented care testing coverage and deductibles up the waaazoooo. My husband can't do a medical procedure because the insurance won't pay 300 dollars for preventive medical procedures. They would rather wait till it's a real serious medical problem and he lands in the hospital. I'm tired of paying for those that feel they shouldn't have to work and pay taxes. This health care bill is going to pass.

    3. Using aggressive language does not make you correct or your opinion anymore viable, your opinion is in fact probably the worst on here because anyone with this amount of bias has only experienced one side of this fence

I pray to god you never fall on medical harship because while your sitting pretty with your insurance now, were you to ever develop and serious medical condition or idk maybe have a child born with some form of defect, your insurance you so firmly defend can drop your of find some loophole to avoid covering you because you are rendered to high risk.

    The bigger the lie, the more people that will believe it. Adolph Hitler said that and mostly i think it is true. I have not read this bill in totality but i think most posting comments on here have not either. Based on what i have read, seen and heard it appears to be a step in the right direction even though I disapprove of the methods being taken to get there. This whole ordeal just adds further evidence to the lack of leadership and original thinking on Capitol Hill. Vote them all out of office and replace them with common folk who still know how to talk reasonably to each other and come up with some new ideas. One last point...get rid of all the lobbiers and their promises of campaign dollars and some of our elected representatives might actually start to listen to us commoners.

    All I can say is, it's about time. If this bill passes, Dems will have the vote of everyone in my family for the next 7 yrs. Where were you, Mr. Bush, on this life or death issue for your people?????????

    Such big words Jamie. To tell another human they are a waste of space in this world must make YOU feel real good. I don't give a s--t what you say about me. I feel sorry for you. I'm going to say a prayer for you. Looks like you know what the human race is worth.
    I have more cuts then you will ever have Jamie. Guess you don't think people should get social security. I paid for that too and been paying for yours. Enjoy when you get 65. Thanks for your opinion.

    No LYNN, I used small words. But used them for a very BIG issue. One which you reduce to your own petty circumstances. Spare me (and the rest of the country) your sychphantic "prayors". If the truth be known Most people have worked their entire lives. Doesn't give you the right to TAKE their property for your personal expense. Your Family is not better or more important than anyone else's. And actually I'VE been paying for MY Soc Sec. as does every other working person.

    Rusty...We haven't read it because much of it ISN'T written YET. And that part that is spells out things like MONTHLY audits allowed by the IRS into one's bank account and audits to verify "compliance" with the "appropiate" kind of insurance....Seems like the a step in the Wrong direction to me. Also if Pelosi said we need to vote on it to see what's in it...how can you be sure what's in it???

    Pam...If this Health Care TAX Scam becomes law...it will indeed become a Life and Death issue.
