Tennessee has 18 new laws that went into effect on New Years Day. One of those will be helping dogs and cats that are in puppy mill situations. The new law is the House Bill 0386 or more commonly known as the “Commercial Breeder Act”. Someone that has in their possession at least 20 breeding females and uses them to sell their offspring is considered a commercial breeder. The breeders must become licensed by the commissioner of agriculture, file semi-annual reports and not allowing any killing of a dog or cat unless it is deemed necessary and the service must be provided by a licensed veterinarian.
The reports that must be filed semi-annually must contain the number of dogs or cats they have in possession at the time they file, the number of dogs or cats they have sold during the time they last filed and the names and addresses to whom they sold the dogs or cats to. If these new requirements are not met and anyone fails to provide the proper care or paperwork necessary to be a commercial breeder then it will be considered a Class B misdemeanor. They will be given a fine only at this time.
