What good is the reward? They wouldn't go after the people behind the fires if you lead them directly to the money, who controls multi-facets, of the building material industry. Instead it's always someone in an unidentified vehicle supposedly seen in the area, or a bogus tip about a group of campers leaving a camp fire smoldering. Bullshit, it's all about money and how many houses they can destroy - Crooks, liars and thieves.
