Sarah Haley Foxwell: Family Photo
Sheriff Mike Lewis of the Wicomico County Sherriff’s Office delivered the grim news on Christmas day, “At approximately 4:00 p.m. this afternoon a ground search crew in the area of Melson Road just west of Hampton Court located the body of 11-year-old Sarah Foxwell.”
The day Sarah Haley Foxwell went missing, a dual county, registered sex offender was arrested in connection with her disappearance. Thirty year old Thomas Leggs Jr., is in jail without bond. He faces charges of burglary and kidnapping and Sheriff Lewis states that additional charges will follow, but that they are not rushing the case. An autopsy was performed on Sarah and authorities are waiting for the results of toxicology testing.

Sarah and her younger sister lived with their aunt. Sarah’s aunt was not home the night of the 11 year old’s disappearance. After Sarah was reported missing, Sarah’s aunt notified authorities that the child’s toothbrush was missing. A toothbrush and lollipop were found in Thomas Leggs Junior’s vehicle at the time of his arrest. It is believed that Thomas used a spare key to enter the home. He had dated Sarah’s aunt and reportedly knew where the key was stored. Sarah’s aunt was not home at the time of her disappearance, the children were being watched by their grandfather.
Now, many questions and concerns have been raised regarding Thomas Leggs and the terms of his release. He was only required to check in with the Wicomico County Sheriff’s office two times per year. Leggs had his last meeting with authorities in December. The fact that Thomas Leggs Jr. had completed the requirements demanded from him has caused many to reevaluate the current sex offender laws in Maryland.
