It appears that far too many throwing out their views on the unique DC taxicab zone system were never taught to always responsibly research the facts of an issue before forming an opinion and addressing that issue.
Simple research will allow everyone to obtain a free copy of the initial governmental decision that had listed 20 reasons why 75 years ago the DC government had decided to deny,"any version of the zone system to replace the use of meters in DC taxicabs." (DC Public Utilities Commission order no. 956 11/06/31)
Anyone able to employ themselves can indicate the subject, "Karl Rudder's Blog" on google.com and allow themselves opportunity to review far more detailed research that refers to more than just the initial and still standing government and court decisions that had all agreed to deny the use of any version of the zone system to replace meters in DC taxicabs.

Simple research skills would have allowed many "reporters" and appointed if not elected governmental bureacrats to know that in since 1928 DC had used a meter not a zone system to compute DC taxicab fares as well as to more reliably record and tax the income of the DC taxicab industry.
My research is available on google.com under the subject, "Karl Rudder's Blog." Over the years my research is beginning to be included under many other topics that not long ago did not even exist.

This issue brings to question many national and local politicians as well as thousands of "reporters" of the news media ever being trained on how to responsibly research the facts of an issue.
Judge Adkins completely upheld the PUC order no. 956 in 1931 that denied the zone systen for 20 specific reasons. Judge Adkins ruled the zone system was discriminatory and that it was not possible to design a nondiscriminatory zone system. Judge Adkins ruled that the,"the zone rate is possible only through the exploitation of rental drivers." (PUR 1932C pg. 19)
Congress,every Mayor,the DC City Council and the news media continue to play around with the alleged preference on this issue rather than ever responsibly research and share the undeniable corrupt and very racist facts of the issue.

From Calcutta to Santiago, Casablanca to Ho Chi Ming City they use meters - but our crafty 3rd world taxi drivers push for zone fares. Its' all about cheating. Modern meters adjust to go slows.
Guess 's been decided, huh. Not clear from the story if the GPS system was a go or not, but that would have been ideal. Technology, if not tampered with, never takes you for a ride.
Taxi meters can be programmed such that they take the starting and ending locations of a trip using GPS devices. The fare for a trip can then be fixed based on the starting and ending zones. An electronic map display may show the passenger the route from start to end.
To be fair to the taxi owners and operators, a fare may be fixed based on the time it takes (during rush hours), the route a taxi has to follow (to avoid traffic), the idle time at airports, and vacant trips in off-peak directions.
