There is significant corruption in Montgomery County, but police officers are quite sophisticated to evade detection. Moreover, there is a pervasive mindset that says "this could never happen in Montgomery County" so elected officials never question anything, and a laissez faire mentality in the part of police chiefs that is best characterized as "don't ask, don't tell."

If he was a true cop he would behave like they always do: he's rat out other bad boyz and write a book, sell a movie, and retire to Bahamas and have an obit in the Washington Post after his death. now, that's a full life!
