Mayoral candidates rehash crime plans

BALTIMORE (Map, News) - While all the candidates for Baltimore City mayor espouse plans to ease the growing crime problem in the city, one pledges to bring back a plan touted by a former mayor.

During Monday night’s televised debate candidate Mike Schaefer said he would push for a commuter tax to pay for more police officers, an approach that is reminiscent of his name sake.

“I would like to emulate William Donald Schaefer,” he said. “If I was mayor I would have an office for him. The public would get a good bargain with two wise heads for the price of one.”
But before the debating began, candidate Frank M. Conaway, clerk of the City Court, withdrew from the race and threw his support and campaign cash to Keiffer Mitchell Jr., who serves on the City Council.

“I’m pulling out of the race for mayor, and I’m throwing my support to Mr., Keiffer Mitchell - that means my money, my organization, and my time,” said Conaway to the obviously stunned moderator, MPT anchorman Jeff Salkin.

“We appreciate you coming, but it probably would not make a lot of sense for you to continue,” Salkin replied.

The debate, broadcast live on WBAL, was sponsored by the League of Women Voters and the Greater Baltimore Committee.

Mayor Sheila Dixon said the only way to solve crime was to take a “comprehensive” approach that included neighborhood alliances and business partnerships.

She also was asked if city taxpayers would be on the hook for the controversial pension awarded to former Deputy Police Commissioner Marcus Brown.

“The taxpayers as it stands now will have to pay this pension,” she said while placing the costly and much-criticized expenditure at the doorstep of her predecessor, Gov. Martin O’Malley.

Brown was named chief of the Maryland Transportation Authority when O’Malley took office and received a $55,529 annual pension from the city, though he did not complete the 20 years of service generally needed to receive a pension.

“This process began before I become mayor of the city,” Dixon said. “I have put changes in policy and procedures in place.”

Socialist candidate Bob Kaufman said the police department has been put “in a bad position” dealing with the city’s crime.

“We can’t expect them to solve the crime problem. As long as there is poverty there will be crime,” he said.

State Del. Jill Carter argued the city was in a state of emergency.

“People are bleeding and dying,” she said, laying the blame for the crisis on her opponents. “It is Councilman Mitchell and Dixon who have been sitting in silence while crime has escalated.”

And while Mitchell touted his plan to add 400 new police officers, Dr. Andrey Bundley reiterated his warning about over emphasizing enforcement.

“When we talk about 400 police officers, we’re going to create an occupied territory in Baltimore with no withdrawal strategy,” he said.

Baltimore City Schools activist Phillip Brown took issue with claims that criminal gangs are riding roughshod over the city.

“I don’t believe we have many gangs in Baltimore,” he said. “We have a lot of young men who are wannabes.”

Mitchell also faced questions about a campaign finance scandal involving the resignation of his father, Keiffer Mitchell Sr., over missing money.

“I love my father very, much. He is a good man,” Mitchell said. “We addressed it quickly and moved on.”

He did not provide further details.

Carter also touched on the Baltimore Gas and Electric rate increase, an issue that has been mostly absent from the campaign.

“We should re-regulate,” she said. “It has been done in other states.”

After last night's forum sponsored by the League of Women Voters, it is quite obvious to me and many others that this city is starving for the leadership and vision of both Bundley and Carter (what a team they would make). Intelligent, integrity, courage, commitment, vision and beholding to only the voters - this is what Baltimore needs. If you witnessed the MPTV and/or last night's forums, how can you attempt to deceive your very own ears, eyes and heart by considering any other candidate than these two. Dr. Bundley and Del. Carter, if you are reading these comments, please work out a solution between the two of you to support one or the other during this election. If you do, there is no doubt in my mind and that of many, many others that you will win hands down. You are so refreshing. We truly need leaders of your caliber at the helm. May God bless you and the city of Baltimore.

Karen said it right! Mitchell and Dixon are not the answer to the problems in Baltimore City. Mr Bundley or Jill Carter are independent thinkers who are not connected to the previous administration. If the citizens of Baltimore want to have things the same old way being undermined by "The Teflon Leprechaun" Martin O' Malley then vote for Dixon or Mitchell. If not then switch and vote for someone else.

I've read through all of the comments, and Shabazz is right, vote for the candidate YOU select. The media does try to brainwash the voters, i.e. the infamous Poll by the Baltimore Sun. Just whatever you do, please please please do not let it be Dixon. I beg of you. Our city will remain in shambles if she remains in office. She is the only one who thinks the state should continue to run our schools. She is scared to be in charge of anything, and scared to make any decisions on her own. She needs O'Malley, and we need change. Vote wisely on 9/11!

I saw the debate last night. Wow! That's all I can say. I hope this city is never faced with a catastrophe such as 9/11, Hurricane Katrina, etc. Dixon can not speak publicly at all. She evaded all of the questions. Rehased the same old ideas. And repeated some of the same stuff the other candidates said. I don't trust her at all. On 9/11, please don't vote for Dixon the Vixen!

Mike, you are absolutely right. We have so much potential, but it is all being wasted. A commuter tax is the stupidest thing I have ever heard of. You pay a commuter tax every day that you drive around baltimore. You may be shot, you may be carjacked, your car may be vandalized, etc. So car insurance and medical insurance equates to this commuter tax everyone is buzzing about.

Commuter tax! Yes indeed. That would cure all Baltimore's problems. How do people come up with such idiotic ideas? It is our businesses and their employees coming into the city which support and finance the city. What would be left of Baltimore if all the employers would move their companies out to the counties? What Baltimore should be doing is to create an environment in which more of the commuters from the suburbs want to live in the city. Get rid of the crime, get rid of the poor school system, get rid of the high real estate taxes; i.e., GET RID OF THE CORRUPT POLITICAL MACHINE which has been entrenched for as long as I can remember. With it's location, it's port, strong and well educated surrounding counties, it's proximity to Washington, Baltimore has the potential to be a premier U.S. city. However, the potential is being wasted. As long as we have a one party form of government, as we have had for much too long, we will continue to be a second class city.

She just doesn't have a strong enough backing. I would prefer her to win over Dixon any day! But I am voting for Mitchell. I think he is the only candidate that has a real chance of beating Dixon. All of these other cities are outraged at their murder rates. Boston, Newark, etc. and they have considerably less than the 205 we have. What is wrong with you people? Why do we accept what is going on here? Why are you not holding Dixon accountable? She is doing absolutely NOTHING. The only reason I can think of for people voting her is they graduated from the shoddy Baltimore School system she is also not addressing, and you simply don't know better.

I thought Carter did a good job; she just didn't get the airtime Dixon and Mitchell got. Dixon has been hitting the headlines for years over questionable dealings (family, friends getting perks). We need change. Some of the candidates had some great ideas...hopefully whoever wins will implement the idea of taxing commuters who don't live in the city but come into it to work, etc. The main message from everyone except Dixon was that our city is broken and needs fixing...by new leaders. Get rid of Jessamy. As Warren Brown said in yesterday's Examiner, all the candidates are afraid of offending Jessamy. He is planning to move out of the city b/c of the poor leadershiip and crime!

Didn't Henson have something to do with the Nate Chapman scandal? Glendenning's guy that stole money from the state pension fund? If I'm not mistaken, somehow henson was connected with the guy and he was convicted by the feds a couple of years ago. Henson has a reputation for being ruthless. Maybe that's what the Mitchell campaign needs. The Mitchell's are not very good crooks. They keep getting caught. But, Henson manages to skate through scandal.
