Harford County (Map, News) - Overcrowding and insufficient testing for disease at the Harford County Humane Society shelter are increasing the number of sick animals being adopted without treatment or diagnosis, several county veterinarians said.
Dr. Keith Gold, a vet at Chadwell Animal Hospital in Abingdon, said he has treated at least a dozen cats from the shelter in the last two months for diseases such as feline distemper, bordatella, respiratory conditions and feline AIDS. He said autopsies have linked two cats’ deaths to distemper, which can be highly contagious and deadly if introduced into a large population without vaccinations.
“These illnesses aren’t being controlled properly and the animals aren’t getting appropriate veterinary aid,” Gold said. “That’s only an opinion, but it’s a pretty rampant opinion.”
Dr. Esra Yavuz, a vet at the Animal Medical Center in Bel Air, said she treated cats from the shelter for distemper, as has Dr. Greg Svoboda of Rock Spring Veterinary Clinic.
Svoboda attributed a recent increase in disease at the shelter to crowding that exposes healthy animals to sick ones, an older facility that is difficult to disinfect and high staff turnover that makes it hard to train volunteers on disease control.
A veterinarian who asked to remain anonymous because she feared losing business from the Humane Society said the shelter might have to euthanize its entire cat population if changes are not made to prevent an outbreak.
Abingdon resident Maggie Hall said she adopted a cat from the shelter with an upper-respiratory infection so bad that Gold had to remove one of its eyes. Treatment cost her almost $700.
“We knew what we were getting ourselves into, but we didn’t know how bad his shape would be,” Hall said.
Kim Intino, shelter director for the Humane Society of the United States, said she is scheduling a tour to review conditions at the shelter and make recommendations for improving them.
Michael Allen, president of the shelter’s board of directors, did not believe there were serious problems but said the aging shelter and unpredictable number of animals were factors. The board is seeking funding for a new shelter, he said, which would ideally include more measures for disease control.
“Had we the money, we’d be on that in a heartbeat,” Allen said.

The shelter is still experiencing the panleuk outbreak. They did not manage the previous outbreak with enough vigilance and it never left the shelter, just got quiet for a few weeks. Now they are finding sick cats which are testing positive again. Meanwhile they put a vague sign on the cat door stating that they have "exposure" to "a" virus. No real information to the public, Tammy apparently believes the less the public knows the better, when in fact the more honest and open she would be the more she would be thought of. She is a complete failure. Her public communication is pathetic, she refuses to use the honest and open approach and the BOD allows her to handle things any way she pleases. She is mishandling this outbreak and they sit back and let her do so. Even when they give the all clear sign on this, people should still be very cautious that infection is still there and will return. Read up on how other shelters handle this disease, and compare. Try UC Davis shelter medicine.

Why should people donate money to the shelter anymore? God only knows where it ends up, but it seems pretty certain it doesn't end up doing much good to the animals. the shelter supposedly collected tens of thousands of dollars in donations around whiteford, where did all that money go? wasnt spent in improvements for the shelter, thats sure. as for volunterring, tz has banned so many people from the property that its amazing there are any volunteers left, and their all banned for the same thing, saying that theyre concerned about poor conditions for the animals. Its got nothing to do with "haves" and "have nots" for lots of people, venting to a newspaper is the only way they can help. Remember, people complain because they care, no ones "venting" just to see their name in the paper.

I love the vet that spoke on the grounds of anonymonity because she didn't want "to lose business from the shelter" - what is up with that - get off your money grubbing butt and volunteer or provide FREE care for the animals at the shelter. I don't know whether a vet gave that diagnosis, though they were in the care of a horse vet before they came to the shelter; perhaps the tests were done then. But as of last summer, I can say that none of the ponies were receiving any of the treatments, except for worming, as long as we didn't run out of the dewormer and no one forgot. They all got Bute mixed with some grain every day, unless someone forgot, but other than that, they only had pasture. Hoof trims - yeah, right. Grooming - hardly. When I worked there, I was the only person to even try grooming them, and they were so unsocialized that it took me months to get a few to stand still for a short currying. They were always a low priority, which makes a heartless sort of sense when you're just looking at the numbers - 120 dogs and cats vs. 7 ponies - but that doesn't excuse neglect. Particularly not from the Humane Society, which is supposed to be a refuge from bad treatment, not a place where it's perpetuated.

Did a Vet Diagnose Cushings? Diagnosis of this disease in horses is complicated and requires a good deal of testing both by blood and urinalysis. I have a hard time believing that Tammy would invest the money necessary to test every pony for this disease, therefore, if she did not have the recommended tests done, it is someone's "Opinion" that they all have Cushings. If any do, it would be Robert, but to my knowledge he hasn't been tested for it, none of them have. So, let's say they do all have cushings, I assume that she has them on one of the regularly perscribed medications to control the disease, Periactin, Permax or Parlodel. Known parameters for horses with this illness are minimal stressing, regular grooming and coat clipping, regluar hoof trims, regular worming, regluar teeth floating, and a controlled diet low in carbohydrates. So Tammy, since you have a diagnosis, are you treating this illness in all the ponies or just forcing them live with with the disease?

Well, they got all their shots spring 2006, but I quit that summer so I can't say whether they've been kept up to date or not. Around the same time they got their shots, there was talk of getting Robert a grazing muzzle, so lessen his chances of foundering again. It was ordered by the animal care supervisor at the time, but she had to leave the post shortly afterwards and the thing never came in. Don't know if the order was cancelled or the thing was sent back so the money could be spent elsewhere or what, but Robert's problems in this area were VERY well known. Yet he was allowed to go months without a farrier's care, when poor hoof care, aside from being a cruelty in itself, is a contributing factor in laminitis - as is Cushing's, which Tammy herself told me all the ponies have. I'm frankly surprised Robert's the only one reported to be suffering from it.

Well, if true, that says a great deal about their management of the barn in general. All experienced horsemen know to keep all grain locked up, giving no opportunity for the horses to break into the feed room and eat themselves sick. Regardless, now that he has foundered he is many times more likely to do it again on lessor evils (grass) requiring him to be managed and monitored for the rest of his life to prevent a relapse. If it was originally caused by grain, that's even greater testimony to their lack of knowledge of equine care and management.

This latest farrier has been very consistent in continuing to come, however there have been times in the recent past that they couldn't get anyone out, vet or farrier, for reasons unknown... the ponies are very hard to work with, that has never changed, but I would guess that the most likely reason for difficulties in keeping vets and farriers is an inconsistent record of either payment for services or not keeping a regular routine relationship with anyone. Neither will come out if you aren't a "regular" client who has routine trims, shots and check ups. Do the ponies even have rabies shots and the standard virus vaccinations? These must be done yearly to ensure immunity. However if one knows that a pony is prone yes, precautions can and should be taken in order to prevent the likelihood of a reoccurence. No, to my knowledge they did not take precautions. The ponies grazed at will on all the spring pasture they could gobble until he clearly was in a full blown reoccurence of the disorder. A knowledgeable horse person (Tammy claims she is) would have in general been very cautious and mindful of not just Robert but all the ponies because each has the predispoition to develop laminitis due to their age, weight and inconsistent diet. So I (and many other horse people who have watched this unfold) conclude that whomever was in charge of the ponies did not do their job. Cutting the field short would have been the 1st and most obvious action (never done) and limiting the pony's intake would have been another obvious choice. It's simply proper management.

Robert is SUFFERING from Laminitis (the same condition causing Barbaro & Secretariat to be put down, even with world recognized equine vets & plenty of money available). The only reason Robert is receiving the proper management of this painful condition is because Animal Control had to force Tammy & the BOD to get a vet in to see him & to follow this course of treatment. The vet's first recomemendation for Robert's sake was ethunasia. Now he is kept in the barn 24/7 because he can not be put out on grass depriving him of the companionship of the other ponies. For a herd animal this social structure is important for their mental & emotional well-being, but poor Robert must stand isolated from the only life he knew & yet tortured because he can see the other ponies but not be with them. As not only a horse person, but former farm manager/vet assistance for a equine center, I find this treatment of Robert totally unacceptable. Please give him dignity & peace, PUT HIM TO SLEEP!!!!!!

i remember that, it was around the same time as whiteford. I volunteered alot then & me and other volunteers i knew noticed that one white pony limping around after the others. asked a staff member about it when i noticed & she said the ppl in charge knew about it, that was at the begining of whitford & he was still limping after most of the whiteford dogs left. talked to the woman who gave TZ the list of farriers & she said that the farrier who used to be the shelters regular one wouldnt come out anymore becuase the shelter wouldnt make regular appointments for the ponies &then kept calling him with emergencies to come down & take care of them right away because their hoofs hadnt been taken care of in too long. i remember thinking it was pretty bad that volunteers who never saw the ponies up close were more worried about them then the ppl in charge of the shelter seemed to be

But in this particular instance it was a good two and a half months between the time the problem was noticed and the time it was taken care of, and the tech supervisor made a point of bringing it up at least two or three times a week, often more. From his attitude, Doug couldn't have cared less. Tammy herself was personally informed of the problem one week after it was first reported, since no one thought it likely Doug had passed the info along. We thought Tammy would do something about it, seeing as how she was "the horse person." We were wrong, because we kept reminding her and kept being told by both her and Doug that it was being handled, and to tend to our own jobs. The front of Robert's hooves were curling up, for God's sake. That sort of thing doesn't happen overnight, and us employees were hardly suffering under some mass delusion of pony-neglect.

I worked there too, here's what I remember: Before the current admin, the ponies' feet were very bad and they hadn't had vaccinations for a long time. Upon her arrival, Ms. Zaluzney sought farrier recommendations from the pony volunteer, who was there before Ms. Zaluzney. Each farrier visited the ponies once or twice, then Ms. Zaluzney found an excellent farrier who was ponies' farrier for the next 3 years. The director took it upon HERSELF to arrange for the care of the ponies since she knew what the ponies needed. There has never been a "shelter tech" (they're not called vet techs) there that had the slightest bit of equine knowledge. I learned right alongside them, and I was taught by the director. No one ever told me to sit down or shut up let alone allow a pony to suffer. Still don't.

When I worked there, one pony's hooves had gotten so overgrown that he couldn't run, and he was walking far back on his heels. The vet tech supervisor and at least one member of staff advised the admins about getting this taken care of ASAP and were ignored. They were told that it would be taken care of, it wasn't their place to make a farrier appointment, and basically to sit down and shut up about it and let him suffer. This went on for weeks, and only ended when a VOLUNTEER who was there maybe twenty minutes every few days saw the way he was walking and contacted every farrier in the county that night, then gave a list of their names and numbers to Tammy the next day. Why did a volunteer need to take that step? If Tammy didn't feel like spending a few hours on the phone, why wouldn't she let a willing staff member do it for her? If animal control had found those ponies in that condition, everyone would be horrified at the negligence, but they were living at the HUMANE Society.

I worked as a foster for dogs and cats for this shelter for two years. The staff placed animals in foster care that should have been quarantined. When the animals became ill in foster care, the promised meds were hard to come by.. The staff was almost never monitored by administration. I have adopted from this shelter prior to becoming a foster care provider, and cannot believe the decline in the staff and shelter conditions. Ms. Zaluzney does little to change these conditions.

Well, if a qualified veterinarian says an animal is suffering and needs to be humanely euthanized, you can depend on Ms. Zaluzney to keep him alive so she can torture him. Of course, if a volunteer, staff member, or foster ADVOCATES for an animal with an easily treatable ailment, it's an automatic death sentence.

Because they are not visible to volunteers, and no one is allowed to go into the pasture to check on them, the horses at HSHC probably suffer even more than the cats and dogs. How about taking care of them first, before building a horse park, Mr. Boniface? The current shelter does NOT need to be demolished. Why hand Ms. Zaluzney & the current BOD a brand-new shelter to trash, as they have deliberately trashed the existing one in the never-ending quest to suck more dollars from the taxpayers--not one red cent will ever be spent on care of the animals as long as Zaluzney and her pack of suck-up "directors" run this facility. When, and only when, new management proves they are to be trusted, does HSHC get a new building.

My friend called to find out the procedures for adopting a dog she saw online and she was told that all she had to do was bring in proof that she owned her own home - no vet checks, no reference checks, nothing. And this was in May 2007. And how many adopted animals have they checked up on to see how they are doing in their new homes (or if they're even still there)? No one has called me or three others that I know who adopted dogs over a year ago. No one from the HSHC knows where these dogs are, how they are, or if they're even alive.

This director has not applied for one grant in the three years she has been there - that has been a long standing complaint of volunteers. The BOD also brings nothing to the shelter - none of the people associated with this shelter have ever done anything significant to bring in money - all they do is point to the old building and put their hands out for donations! Anything going on up there like Petsmart or the annual bullroast was started by volunteers.

Why can't our shelter make an effort to apply for grants like this? Can't or won't? They are not hard to obtain and even easier to find grant opportunities on the internet. It may not be a lot but every penny makes a difference but they don't even try. If they have, show proof of your effo

As long as he can find reliable information, he is willing to pursue a number of shelter issues in a series of articles. Too many staff and volunteers won't come forward with information because if they are fired or thrown out, the furkids will have NO ONE who cares. But if the people who were already fired or who no longer volunteer at HSHC and have moved on to working at one of the local rescues will only COME FORWARD and speak up about what they know, this effort can succeed where others have failed. There are a number of groups at work, including two national animal protection organizations, putting pressure on everyone from Boniface to Craig & Tomarchio, to the Animal Control Advisory Board. None of them has the gumption to throw out Zaluzney and the board of dolts, but if there is constant, unrelenting pressure from the media, they'll get rid of them just to make it all go away.

there are 58 dogs on the website I cant tell you how many times volunteers have gone into the shelter and cleaned, painted, repaired etc. Whole weekends were spent up there cleaning and the place would be spotless when we left only to come back up a few days later to see it filthy again. I understand that its a never ending job but the amount of filth we would walk into was just plan laziness on the shelters part. How many times can we go in there and scrub if they cant even maintain. I would personally go up there once a month and scrub if I knew they would at least maintan until the next scrubing. Also if you dont clean those cat cages every day with bleach you will not be able to control the illness that cats get. Kennel cough can be controlled with bortatella shots, and cleaning those kennels with bleach. Its just plain not caring that this place is as dirty as it is. Tammy and BOD need to come in and scrub and clean not sit in thier office and dictate to the staff .

We need volunteers for offsite adoptions. come walk a dog for an hour on the weekend. Please use your time to come help and get off your butt at the computer. There is a estimated 80 cat and 80 kittens at the shelter. Lets go sweep and clean cages. something to help the animals. Long story short- we all know there is a problem even if some try to cover it up. Lets keep our focus on the animals and what we can all do to make them happier. Many of the volunteers stay around to do just a little to make a difference. If we all band together we will make change. Mgmt & the BOD isn't going to go walk a dog or clean a cage so we have to help the animals in OUR communit
