The six-year transportation spending plan that Virginia’s Commonwealth Transportation Board approved Thursday includes an additional $3.1 billion from the funding package that goes into effect July 1 for projects across the state.

The $11 billion capital budget contains $2.1 billion for highway, mass transit and railroad projects in Northern Virginia between fiscal years 2008 and 2013.

Regional projects include $181 million for road improvements around Interstate 66 in Gainesville, $110 million to add a fourth lane in each direction to I-95 between Newington and the Occoquan River, $53 million to expand U.S. 50 in Fairfax and Loudoun counties, and $33 million to resurface I-66 between the Capital Beltway and U.S. 50.

The new funding agreement, Virginia’s first for transportation in 20 years, raises about $500 million a year from higher fees, increased fines and bonds. Among the revenue sources are a $10 increase in the vehicle-registration fee, expensive civil penalties on motorists with bad driving records and an extra 1.5-cent-per-gallon tax on diesel fuel.

Thursday’s $11 billion six-year plan does not include any local revenue. The funding legislation, however, allows Northern Virginia to raise $400 million annually for local transportation projects through a series of higher fees and new taxes. The Northern Virginia Transportation Authority, which is charged with raising and spending the local money, is scheduled to meet July 12 to vote on the new regional revenue sources.
