City hires private consultants to probe SFPD ops

SAN FRANCISCO (Map, News) - The San Francisco Police Department will be overhauled as three consultants are being paid $862,000 to examine operations — from deployment of foot patrols to crime fighting strategies and station redistricting.

The move comes as the department struggles to decrease San Francisco’s homicide rate, which has reached historic highs in recent years. The department also faces criticism of improperly allocating resources while being pressured to put more officers on foot beats.

Three consultants will each examine a specific aspect of the department: foot patrols, police station district boundaries and the overall organization of the department, according to the City Controller’s Office.

City Controller Ed Harrington said the organizational review would ascertain “how you take advantage of having 2,000 police officers and use them in the best way.”

A review of the foot patrols and the boundaries of 10 district stations is mandated by controversial legislation introduced last year by Supervisor Ross Mirkarimi.

The two pieces of legislation required regular foot patrols around each of the stations and an adjustment of the district police station boundaries to reflect crime and demographic patterns.

Police Chief Heather Fong said she welcomed the opportunity to discuss with experts best practices and called it an “exciting time for the department.”

“There are a number of great things about this department. There are lot of great things that people don’t hear about,” Fong said. “But I do think, as in any organization, there is room for improvement.”

Mirkarimi said he supported the review but that it was “unfortunate” the process did not happen sooner as “routines have gone unchallenged for decades.”

“As The City and county population changes and our needs change and new challenges confront us, so should our crime-fighting strategies,” he added.

The organizational review is expected to take 18 months, while the other studies should be completed by the end of the year.

Newly elected Police Commissioner Chairwoman Theresa Sparks said she hopes the consultant work results in an overhaul of the department, adding that the department’s organization has not been examined in decades.

A newly established steering committee — which includes Harrington, Fong and Sparks — will guide the consultants’ work. The project will also include an advisory committee whose membership would include representation from the Police Officers’ Association and the American Civil Liberties Union.

This is not the only phony disability this cophas claimed there are others for about another $40K all while he/she was still working his/her 2nd job. If you multiply this $140,000 by 100 officers filing false claims the total is $14,000,000 a very low figure.I write about this one example b/c I have detailed knowledge of this particular officer's circumstances but there are many more. As a taxpayer I am outraged!! If money were a real concern, a private consulting firm & brass could easily discover they have a multi-felonious morally (& otherwise) perverted cop on their hands&save the city millions.There are MANY officers who are hardworking, honest people&I have the utmost respect for them.If you are one of these respectable individuals you wont be offended by my commen

I see you all are for making changes without first figuring out what changes we should make and how they will work. Isn't that how we got where we are now with the SFPD? Here's a clue: it costs money to figure out how to run a department efficiently. Despite the fact that the posters here are apparently the world's foremost experts on police operations, you do not have all the answers and it is not as simple as you think.

What the SFPD needs to do is hire private consultants to probe phony disability claims & claims for disability retirement. This is written with personal knowledge of such claims. Over the years, the City/SFPD spends tens of millions of dollars funding these phony claims. It is very profitable for an officer to claim a disability, as he/she receives FULL PAY TAX-FREE. Not a bad deal & easy to pull off. Police work is a very honorable profession, and obviously not all cops are dishonest, but there are many who file phony claims for back, neck, leg and stress injuries that are hard to disprove. The liars give the rest a bad name. There is one officer who has received approximately $100,000 in tax-free income over his/her career for a "condition" not listed above that he/she did not acquire in the line of duty. Through a series of lies and errors, years ago his/her claim was approved and now he/she will profit for the rest of his/her life. (continued in next comment)

The Dept doesn't need to spend over 800k to figure out what's wrong. All they need to do is go to Walgreens & spend $10 for a mirror! The farther up the chain of command you go, the further away you are from what the real issues are; especially concerning the over worked stressed out patrol officers. All the Mayor & the brass are concerned about are numbers of officers, not quality of officers that are being hired and getting rid of the bad ones! Until then, nothing will change, no matter how much money is spent.

Chief Fong is one of the few working cops in the department. Look at all the overweight cops on the department. If your purse was snatched and one of the overweight cops was nearby, will you get your purse back? The problem with SFPD is that they are not proactive. They don't prevent crime but just "take a report" after the crime is committed. Unless you're famous or well connected, nobody's going to work on your case. Each cop is paid over $70k a year for standing around and chit-chatting (many over $100k). Why not pay private security firms (i.e., Burns, Pinkerton, etc.) for their $15/hour guys, buy them video cameras, and let them film all the red-light runners and the car break-in guys. $15/hr equals $31,200 per year.

Here in Sunset/Parkside, due to retirements and no new hires, we only have enough police to staff desk jobs. We have zero foot or car patrols. Tell me again why I pay taxes to the city? Fire Fong.

Police departments in the US are tradition bound. At their best, they are not much more than intimidating honor guards carrying excessive weaponry. At their worst, they are the thugs who are the wrong side of the bars. No "reorganization" is going to change US police history. Public sector employees like the police are pledged to obey the rules, procedures, and most importantly the senior people who preceded and apppointed them. They aren't enforcing laws many of which they don't know; they are not keeping the peace. San Francisco's police department is no better and no worse than any other. Its flaws cannot be reorganized away. It must be entirely substituted for new entity, private patrols and private officers, who have a neighborhood as their exclusive jurisdiction. Neighbors would vote and decide what weapons they carry, force to be used, attitudes and behavior. As police officers retire, they would not be replaced, and thus ends an ugly chapter of the US police state

i just got back from Los Angeles, I noticed that their day watch and swing watch all work single man car. Here in S.F we work single or double on days, double on swings and mids. lets change that to single man cars on days, single man cars on swings and of course double man cars on mids. Officers will have to now back each other up on runs instead of hanging on bogus made up complaints they have entered into their computers(over rides). Also dont let officers hang on calls for indefinite amount of time, after a certain time limit a sargeant should have to sign off why they(officers) are on a call so long (every call is different). The sargeant's computer should also notify him when officers are hanging on a run (call) for a long time. Los Angeles has this.... I've already said too much....do you want to fix this city? ask the cops who sweat and bleed for this city....dont pay a firm who doesn't know the INNER workings of the department....They will only get the paperwor

If you are a police officer in the SFPD, you try your best but everyone you arrest gets out of jail before you can file your report and the criminal is not charged by the DA. You make arrests but the bleeding heart liberals in The City don't want to see people arrested even going as far as to have a Police Commissioner slander a narcotics officer who is enforcing criminal marijuana growers (not medicinal pot growers). It sort of disgusts me that the SFPD needs to take over $800,000 of its budget to do something that the chief and her top brass should be fully capable of doing.....or maybe that is the point. Maybe the SFPD should get a new chief that actually knows what they are doing and can take charge of these things without the need of outside consulting firms for a price of close to a million dollars.

I think the SFPD is doing a great job, and doing the best they can within their capacity. They are constantly recruiting for new hires. However, maybe the city should increase the SFPD budget to spend more money on crime prevention to enhance community policing efforts, on educating residents and merchants on ways to better partner with the police, and on programs that make the neighborhoods safer and more cohesive.

Thank goodness for the operational review! But, I don't know why it takes consultants and close to one million dollars to figure out why the police have been ineffective at keeping people safe. I am sorry to say that crime pays in this city. I have been a crime victim in this city many times over, and have gotten no help from the police. I wish the department luck with the overhaul, and hope they make some real changes.
