New regulations coming July 1 for waste disposal

Carroll County (Map, News) - Carroll County residents should be aware of a several new rules that take effect July 1:
Recyclable materials will no longer need to be separated; all can be placed in the same container. Acceptable items include plastic narrow-neck bottles, glass food and beverage containers, aluminum and bimetal food and beverage containers, and mixed paper (junk mail, paper envelopes, newspapers, computer paper, colored paper, magazines, catalogs, telephone books, paperback and hardback books, cereal and snack boxes, shoe boxes and corrugated cardboard).
On the other hand, county regulations ban mixing yard trimmings with regular waste. As of July 1, the landfill no will longer accept yard trimmings in plastic bags due to a number of problems, including odor complaints and poor end products. Residents will be required to deliver to the landfill or put out on the curb yard trimmings either loose in containers or in paper lawn bags.
The paper bags should be available at local grocery stores, big box stores or home improvement stores. Call your local store to check.

I was told from a point pleasent home owner the spill was the result of a power outage and the lack of back up power genarators, not from grease? is this true? are there back up power units ready to pump sewage if the power fails?
