The disclosure represents the latest revelation from a probe into the Department of Consumer and Regulatory Affairs’ division that has resulted in the conviction of a former DCRA engineer. Yaw Agipong, now in private business as a structural engineer, pleaded guilty earlier this month to trying to bribe a government official.
Federal prosecutors said the government official agreed to accept Agipong’s $2,000 bribe in exchange for removing a stop-work order that prevented a project from moving forward in the 1100 block of Fifth Street NW
Authorities have not named the D.C. official because he has not been charged with a crime, but a source close to the case has confirmed to The Examiner that Scott was the government official.
Scott has not returned repeated calls to The Examiner.
The Fifth Street developers claim in a notarized affidavit that Agipong told them that Scott’s bosses were aware of the arrangement to have the stop-work order removed. Agipong assured the developers that Scott would not come back with another stop-work order.
“Scott would not be a problem and there are people over him,” Agipong allegedly told Kevin Humphreys, the husband of one of the developers, according to the affidavit.
Humphreys also happened to be an FBI agent and he immediately reported the conversation to his bosses at the FBI headquarters. The FBI began recording telephone conversations between the Fifth Street developers and Agipong.
Agipong called Scott to meet at Agipong’s office, but the inspector said he didn’t meet people in offices and asked to meet on the street, according to documents and sources.
At the meeting spot on the D.C. street, Scott ran his hands up and down Agipong to make sure he was not wired. The inspector asked whether Agipong had the money, authorities said.
Agipong did not have the money.
Several days later, Agipong went back to the Fifth Street developers and told them it would cost $17,000 in cash payment and a check for $3,000 to remove the stop work order and prevent Scott or any other inspector from interfering with their project, authorities said.
One of the developers met Agipong at an FBI monitored warehouse with an envelope full of cash. Agipong’s sentencing is June 14. He faces 15 years.
Scott remains the acting head of the DCRA’s illegal construction division, but his superiors have suspended his authority and confiscated his law enforcement badge. His annual salary is $67,000.

The above story was quite a shock to me as the brother of Chester Craig. After reviewing the facts of this case, you as a fair reporter should report the actual resutls. You would find that a full retraction of your story is in line with the recent trial decision render in this case. I suggest that you review all the testimony would find a very different story from what you reported. Of course none of your reader would be interested in the "real facts" only those that caused real damage to real American family and a 22 year veteran of the military. In fairness to full reporting, why not report what now is a final decision in this case. I have never met you but since you reported the original story, why not set the record straight as a true journalist would.

I actually play paintball said:
Even the "realistic" paintball guns dont look like actual guns seeing as the hopper(thing that loads the paintballs into the gun) is about the size of a shoe and sits on top of the gun, and the air tank that is about the size of a football make it pretty dame obvious that the gun isnt real

A more truthful explanation of this man's death is from witnesses who saw from their own houses. After the man was beaten at the house he was at the cops jumped on him, he was seen on the ground being kicked by officers before his death. The police refused to let the ambulance drive to the scence, which was waiting there before his death. The medics were forced to run about a whole block with their equipment and the stretcher. Too sad, the cops beat the man to death and get away with it. As for the ladder part of this story, I was there myself to see.

What are the cops doing in this city? We need to be more proactive where drugs and violence are concerned. They know where drugs are being sold.There are so many police cameras in this city. The drug peddlers have just moved to a street where ther is no camera, but they are still out there. For instance in Park Heights on Hayward ave between PArk heights and Reisterstown Rd everyday you see drug dealers lining the street corner every block 2 by 2 selling. It is outrageous. And worse than that there is police precinct less that 3miles away. Sometimes I think the some cops are being paid by some of these drug dealers to turn a blind eye. Something better needs to be done and it can be done, it's not rocket science. We have brilliant heads in our government let's get them working together and get things done.
