Senators Monday gave preliminary approval to a bill (SB519) that will deny learner’s permits to students under age 16 who have 10 or more unexcused absences in the previous school semester.
Sen. E. J. Pipkin, an Eastern Shore Republican, unsuccessfully offered an amendment to allow parents to opt out of the requirement to provide a copy of their child’s school attendance record. Sen. Lisa Gladden, D-Baltimore City, rejected the suggestion, saying the amendment would “encourage the parent to take part in the truancy of a student.” The House of Delegates passed an identical bill (HB571) earlier this month.
